ISSN 1234–1231 WHAT IS THE ISSN ? the INTERNATIONAL STANDARD SERIAL NUMBER the standardized international code ( ISO 3297 STANDARD) for the identification of any serial publication independently of its : country of publication, language or alphabet, frequency or medium, etc. 2 groups of 4 digits, separated by a hyphen. The last character is a calculated control digit.

THE ISSN SERVICES PORTAL Based on the URN framework from IETF • Extends the use of ISSN in the Internet for persistent. identification of electronic serials, on-going electronic publications • Implies to register the ISSN as an URN Namespace, which enables the ISSN to become an access key on the Internet. • Registered by IETF and IANA as RFC 3044 : “ Using the ISSN (International Serial Standard Number)  as URN (Uniform Resource Names) within an ISSN-URN Namespace”.

PORTAL MODEL DEFINITIONS – 1 •  ISSN Space The Space that according to the URN framework uses the ISSN as a Namespace to identify serials and on-ongoing publications. • ISSN Meta-service It is the ISSN Portal that provides different set of services linked to the ISSN.   • ISSN Portal Basic Services Implements the URN services : - access to primary resources when possible - access to bibliographic record or metadata

PORTAL MODEL DEFINITIONS – 2 • ISSN Portal Related/Specific Services To access services derived from existing lists, files, or database including the ISSN and which can be expressed in form of links and grouped within “Generic Services” according to their typology. • ISSN Portal Generic Services Categories of services belonging to the ISSN Space which can be considered for access : - Union Catalogues content - Secondary services coverage -  Publishers publications -  Subscription agencies lists

  15. ABOUT THE SOFTWARE • “OBJECT-ORIENTED” APPLICATION The Portal is seen a Class. The Services are processed as object instances. • “OPEN SOURCE” BASED APPLICATION Linux Server, MySQL DBMS, APACHE Web Server, GNU C/C++, PHP, Free Pascal, etc.

  16. SOFTWARE TOOLS - 1 • A resolution system A global centralised system located at the ISSN IC. It ensures effective mapping between a given ISSN and one or several URL(s) that implies that «multiple resolution», must be actually performed. • An URL Watcher The checking of the persistence and the accessibility to ISSN-URN electronic resources is performed by a robot which scans all URLs stored in the ISSN-URN database. Broken or redirected URLs are logged and stored to permit efficient resolution.

  17. SOFTWARE TOOLS - 2 • An ISSN-URN browser plug-in: - Existing browsers do not include an URN "protocol". A plug-in for Netscape communicator and Explorer, which simulates such “protocol” is available on the ISSN Website. - This this plug-in enables to enter directly the ISSN preceded by the string "urn:ISSN:" in the browsers’ address box instead of typing the complete URL string. As a result, the bibliographic record or/and the online resource are displayed.

  18. NEW DEVELOPMENT • ACCESS TO JOURNAL ARTICLES A collaboration with the members of the DIEPER (Digitized European PERiodicals) project. Access to single articles from digitized scientific journals identified by their SICI codes has been made possible by using the “ISSN resolver” as a gateway to the different articles servers, which return the the appropriate(s) electronic resources. Example : URN:SICI:

  19. ACCESS TO ARTICLES PROTOTYPE • The first prototype operated in an encouraging way and results were positive. Using SICIs generated by DIEPER members, the ISSN Service system was able to access and display the corresponding digitized article without having to store these SICIs. • This has shown that in the future the ISSN Services Portal will be able to operate not only at the journal level but also at the serial articles level. example: urn:ICI:0008-994(1980)24<4:OP3PNI>2.0.CO;2-4
