  1. Project Background • Government of Maharashtra has implemented a centralized Electronic Tender Management System on a Public – Private Partnership basis on a ‘BOOT’ model • The System is to be implemented in all Departments on a 'No – Cost' to Government model, Bidders choosing to participate in the Tender are required to pay the service fees to the Private Partner. • Sify Technologies and Nextenders was selected as the Private Partner to implement the System on the basis of it’s unique secure bid process. • Government of Maharashtra Issued a Government Ruling On 6th August 2010 to process all tenders above 50 Lakhs online. • Government of Maharashtra Issued a Government Ruling On 16th January 2013 to process all tenders above 10 Lakhs online.

Project Status • More than 54 departments / corporations/Agencies of Government of Maharashtra has adopted Electronic Tendering System. • It Includes major works department i.e. Public Works Department, Water Resources Departments and it corporations. • Departments processing supply and rate contract type of tenders like Health Services, Medical Education, Industries. • Municipal corporations like Ahmednagar, Dhule, BhiwandiNizampur and other Corporation like CIDCO, PCNTD. • ZilaParishads like Washim, Akola and Collector offices of Nanded, Parbhani, Osmanabad, Amravati, Yawatmal. • Till date 10171 No of Tenders of Value Rs 17705.99 Crores has been floated. It Includes tenders of type of works, rate contracts, consultancy, Service, Sale of Sand Banks. The of value of these tenders ranges form more than 500 Crores and even less than 5 lakhs. • More than 10100 contractors are enrolled on the Electronic Tendering System.

Implementation Methodology • Parent - Child Portal Architecture on e-Tendering Portal. • Registration of contractors on state’s main e-Tendering Portal. • Study and Standardization of common workflow and MIS for the Department. • Configuration of common workflow, User Access level, Earnest Money Deposit Formulae, Tender Document Fee Structure and MIS for the Department. • Supported Department for Modification of Tender Documents and Tender Notice to match the process of e-Tendering. • Conducted more than 300 Initialization / Ongoing work Shop for Contractors and Department before go – live by Sify - Nextenders. • Online Training Portal for vendor and department user. • Success full implementation of Project.

Support Methodology • Support of 40 Member Team for the Electronic Tendering Project with Implementation support to departments in each region. • Telephonic Support via Help Desk. • Comprehensive User Manuals to assist the End Users in executing various operations on the e-Tendering System. • Hand Holding of department users for Initial 5 to 6 Tenders by the Regional Level Team. • Periodic work shops is being conducted for contractors and department users.

The Solution • Parent - Child Portal Architecture. • Centralized Online Contractor / Supplier Registration on parent portal and Empanelment on Child Portal (if required by the department). • Access Level based access to perform an activity. • Online Tender preparation through pre-defined and standardized Templates • Multi Envelope Tendering, Separate opening of Pre-Qualification, Technical and Financial Bids (Two Envelope, Three Envelope) • Single and Multi Round Tendering • Capability of Handling various types of Tenders • Item Rate, Percent Rate, Lumpsum • Open , Restricted Tender • Online data base of Schedule of Rates – with definition of validity rules • Secure Online Bid preparation and submission using Unique Internationally Patented Secure Bid Process. • Date and Time locked Electronic Tender Box preventing Bid Opening before scheduled Date and Time. • Secure Online Tender Opening Event with participating Bidders • Generation of Online Comparative reports, MIS • Secure Audit Trail of each activity. • Online Tender Award.

The Nextenders’ Secure Bid Process • The Nextenders system incorporates a unique “Secure Bid Process” tamper-Evident security which meets all security requirements of tendering. • Our Secure Bid Process has received a UK patent (GB2400463), an Indian patent (210969), an EU-wide patent (1614251), and is now being extended internationally. • In the Nextenders system, no bid can be viewed without authorization or tampered with under ANY circumstances. Whether it is due to hacking, access of servers, or collusion between vendors and authorized personnel at the buyer and/or service provider’s end, any tampering of bids will be immediately evident to all concerned when bids are opened. • Competing e-Procurement solutions do not address the problems of collusion to view/alter bid data and rely on the integrity of the System Administrators and the Buyer Users.
