Enhancing Marine Biodiversity Conservation: Outcomes & Recommendations

Explore the outcomes of the 2nd meeting of the Working Group on Marine Biodiversity Beyond Areas of National Jurisdiction. Discover the joint statement by the Co-Chairs, non-negotiated summaries, and concluding remarks. This report, transmitted to the President of the General Assembly as per GA resolution 61/222, para 91, highlights urgent needs for conservation and sustainable use of marine biodiversity ABNJ. The discussion covers environmental impacts, governance gaps, role of management tools, genetic resources, and capacity-building. Emphasizing cooperation among states and international bodies, this comprehensive interdisciplinary approach stresses the importance of UNCLOS and other legal frameworks in addressing all ocean-related issues. Ongoing considerations and recommendations include effective implementation of existing instruments, enhanced cooperation, and practical measures for marine genetic resources management. Discover how science plays a crucial role in these efforts and the necessity for continued marine scientific research in relation to marine biodiversity ABNJ.

  1. Outcomes of the Second meeting of the Working Group on Marine Biodiversity Beyond Areas of National Jurisdiction (28 April - 2 May 2008)

  2. Outcome • Co-Chairs’ Joint Statement (A/63/79) • Non-negotiated summary of the discussions • Concluding remarks by the Co-Chairs • Transmitted to the President of the General Assembly

  3. Mandate • General Assembly resolution 61/222, para.91 • Environmental impacts of anthropogenic activities • Coordination and cooperation among States as well as relevant intergovernmental organizations and bodies • Role of area-based management tools • Genetic resources • Whether there is a governance gap and, if so, how it should be addressed

  4. General Considerations • Urgent need to address the conservation and sustainable use of marine biodiversity BNJ • Some progress made since 2006 (e.g. GA resolution and FAO, CBD and ISA work), but further efforts needed • All issues related to oceans are interrelated and should be addressed in an interdisciplinary, intersectoral and comprehensive manner • UNCLOS sets out the legal framework for all activities in the oceans and seas and is complemented by a number of other conventions and instruments • Science has an essential role and further scientific research is needed • There is a need for increased capacity-building for developing States

  5. Co-Chairs’ Concluding Remarks • Need for ongoing consideration by the General Assembly of these issues, in particular within the framework of the Working Group • The Working Group could consider: • More effective implementation and enforcement of existing instruments • Strengthening of cooperation and coordination at all levels and across all sectors, including enhanced cooperation in capacity-building for developing countries

  6. Co-Chairs’ Concluding Remarks (contd.) • The Working Group could consider: • Development and use of area-based management tools, including designation, management, monitoring and enforcement, consistent with UNCLOS • Practical measures to address the conservation and sustainable use of marine genetic resources ABNJ, without prejudice to on-going discussions on the relevant legal regime on marine genetic resources ABNJ • Continuing and enhanced marine scientific research in relation to marine biodiversity ABNJ
