We Need Legislation to Resolvethe Operation and Maintenance Challenge of Structures in Federal Navigable Waterways The responsibility for structures located in federal navigable waterways rests with the U.S. Army Corps of Engineers. In fact, every such structure in the Gulf Intracoastal Waterway between its eastern-most terminus in Florida and its western-most terminus in Texas is the responsibility of the Corps. The structures in federal navigable waterways that will be part of flood-protection systems on both the East and West banks of the New Orleans area also should fall under the jurisdictionof the Corps.
