Project History • MARC Maintenance & Layover Facility • Support existing and expanded Penn Line operations @ MTA controlled facility • Provide storage for rolling stock • Transfer maintenance & layover from Amtrak facilities • Site Selection Report – February 2012 • Evaluated five sites • Narrowed options down to two • APG • Prologis • Site Selected - 2012 • Prologis site (Edgewood – Harford Co.)

Project Overview • Why Prologis? • Property acquisition & low risk of hazardous materials • Traditional risks & challenges developing this site w/more predictable resolutions & schedules • Environmental Condition Report (ECP) for APG – Superfund site • Prologis is hydrogeologically upstream from APG site. • Have entered Preliminary Engineering (PE) Phase • Determine project Phasing • Develop Preliminary plans • PE concurrent with Environmental document

  4. Prologis Site • Location: • North side of Amtrak (across from APG Site) • Part of a mixed commercial/ industrial facility • Zoned: • General Industrial District 64 acres • Urban Residential – 4 acres • Road Access: The Gap Drive

Preliminary Engineering Phase Creation of a site master plan Break project down into Phases Develop storage layout for first Phase No new interlocking on NEC Located between Magnolia & Wood interlocking Coordinate with Amtrak Determine new location for existing stormwater management facility May be possible to reforest some in this location 5

  6. Project Schedule • September 2012 - Begin Preliminary Engineering & Environmental Document • Fall 2013 - Complete Preliminary Engineering & Environmental Document • Winter 2013/2014 – Begin Final Design
