TPT-WG34, Brisbane, Australia Thirty Fourth APEC Transportation Working Group Meeting, Brisbane, Australia , 13-17 June 2011 • Mandating CO2 emissions standards • The Federal Government made an election commitment to mandate CO2 emission standards for all new light vehicles including cars, SUVs and light commercials from 2015 • In 2010, the average CO2 emissions of the new light vehicle fleet was 213 g/km • The target CO2 levels for the 2015 standards will be determined in consultation with key stakeholders • The consultation process is underway and the discussion paper on the standards is expected to be released for public comment soon

TPT-WG34, Brisbane, Australia Thirty Fourth APEC Transportation Working Group Meeting, Brisbane, Australia , 13-17 June 2011 • Mandating CO2 emissions standards • The Improving Fuel Economy in Australia conference, held in Melbourne on 2 March 2011, facilitated by the Global Fuel Economy Initiative was the first informal step in the consultation process • Conference brought together international experts in the detailed design and assessment of CO2 emission regulations in the EU, US and other countries. • Presentations/papers from the conference can be found on the GFEI website at <www.globalfueleconomy.org>

TPT-WG34, Brisbane, Australia Thirty Fourth APEC Transportation Working Group Meeting, Brisbane, Australia , 13-17 June 2011 • Euro 5/6 emission standards • The current emission standard ADR 79/02 for light vehicles adopts the Euro 4 standards • ADR 79/02 was phased in between 2006 and 2010 • A review was undertaken in 2010 to consider the case for adopting the Euro 5/6 standards in Australia • The RIS process concluded that there were net benefits from adopting Euro 5/6 standards • Industry raised concerns over a number of issues principally implementation timing • The government is expected to make an announcement soon on the introduction of Euro 5/6 standards into Australia • More information is available at: <www.infrastructure.gov.au/roads/environment/index.aspx>

TPT-WG34, Brisbane, Australia Thirty Fourth APEC Transportation Working Group Meeting, Brisbane, Australia , 13-17 June 2011 • Standards for Electric Vehicles • EVs expected to comply with passenger car ADRs • Crash performance, lighting, braking... • ADR certification of Mitsubishi i-MiEV, Tesla and Blade Electron indicates this should not be an issue • But it does mean lightweight EVs (quadricycles) not acceptable for road use unless they comply with relevant passenger car ADRs • Appropriate for EVs to be covered by labelling standards and included on the Green Vehicle Guide website ext

TPT-WG34, Brisbane, Australia Thirty Fourth APEC Transportation Working Group Meeting, Brisbane, Australia , 13-17 June 2011 • Labelling for Electric Vehicles • ADR81/02 specifies requirements for fuel consumption labelling • ECE Reg 101 adopted in ADR81/02 covers all light vehicles, including EVs and plug-in hybrids, but • ADR was silent on labelling requirements for EVs and plug-ins • ADR81/02 test procedure necessitates a modified label format for EVs and plug-ins • Primary results from testing pure EVs are range (km) and energy consumption (Wh/km) • Test for plug-in hybrids also records CO2 emissions and fuel consumption • Existing label format was not adequate for these vehicles

TPT-WG34, Brisbane, Australia Thirty Fourth APEC Transportation Working Group Meeting, Brisbane, Australia , 13-17 June 2011 • Labelling for Electric Vehicles • Revised ADR81/02 determined in Sept 2010 • Specifies new “Energy Consumption” label for EVs and plug-ins • New Energy Consumption label in ADR81/02: • Displays energy consumption and range data from testing under ECE R101 (adopted in ADR81/02) • and CO2 & fuel consumption data (“0” for pure EVs) • Utilises single format for all vehicles with external charge capacity • Alerts consumers to potential for CO2 emissions from recharging, but does not attempt to quantify those emissions on the label • refers consumer to Green Vehicle Guide website

TPT-WG34, Brisbane, Australia Thirty Fourth APEC Transportation Working Group Meeting, Brisbane, Australia , 13-17 June 2011 GVG Additions for EVs • The Government’s major consumer information resource on the environmental performance of vehicles is the Green Vehicle Guide (GVG) website • Following the Minister’s decision on the new EV label under ADR 81/02, the GVG has been amended to: • Provide the energy consumption, range, CO2 and fuel consumption values from ADR81/02 (matching label data) • Rate pure EVs as “zero emissions” vehicles for both Greenhouse and Air Pollution Ratings (i.e. score 10/10 on both ratings) • Rate plug-in hybrids on basis of CO2 value from ADR81/02 for Greenhouse Rating, and on basis of standard to which vehicle is certified (ADR79/xx) for Air Pollution Rating • Provide consumers with additional information and calculation tools regarding recharging emissions and “well to wheel” emissions
