INTRODUCTION • SRCM is a continuum of RCM-Africa • SRCM provides a framework for RECs and IGOs to promote coordinated joint interventions to MS, supported by UN and working in collaboration with private sector and civil society • Through SRCM, RECs and IGOs work with SROs to promote joint programming in collaboration with UN Agencies and other partners 3

INTRODUCTION (2) • To enable UN Agencies to deliver as One • Decision was taken during the 11th RCM in 2010 to establish & operationalize the SRCM in the ECA sub-regions • Operationalization processes started in : • North Africa • Central Africa • West Africa and • Eastern and Southern Africa and, 4

STATUS TO DATE (1)SRCM North Africa : Partnership for Maghreb, Built on the MYP • 2 MYP 2008-2009 & 2010-2012 implemented • Major thematic areas : • Institutional Support and Building Capacities • Economic Development, Trade Facilitation and Promotion of Private sector • MDGs and Social Development 5

STATUS TO DATE (2)SRCM North Africa : Partnership for Maghreb, Built on the MYP • Activities 2011-2012 • Regional Forum On Youths as Development Actors • Regional Strategy on Youths Policies • Study and Colloquium on Trends of Regional Trade in the context of political change • North Africa Regional Report to R+20 and follow up activities • Regional Integration session during ICE • Workers mobility • Cyber Security • Observatory RI • Support to UMA Secretariat on ICT and statistics • Study and workshop on Innovative mechanisms for financing of renewable energies 6

STATUS TO DATE (3) SRCM Central Africa • Established in 2009 with: • Six clusters • An Indicative Common Programme (CIP) 2010-2012 of cooperation between UN Agencies / ECCAS, CEMAC and their specialised agencies • Four sessions held ( 2009 (2), 2010 (1), 2012 (1)) • Achievements (as per the assessment of the 2012 SRCM Session in Libreville) • All six clusters covered and 48 of the 96 activities implemented (50 % implementation rate) • Many agencies continue to operate outside CIP 7

STATUS TO DATE (4) SRCM West Africa • SRCM West Africa established in November 2010 is a joint working programme of the West African Intergovernmental Organisations (WAIGOs) framework • It is envisaged that WAIGOs will finalize working arrangement in 2013 • The agreement was reached in 2011 for West Africa and Central Africa to combine their SRCM 8

STATUS TO DATE (5) SRCM Eastern and Southern AfricaSRCM Business Plan Formulation Identification of Areas of Focus Consultations with Partners • Series of consultations with stakeholders including RECs, IGOs, UN agencies and other development partners • Re-iterative process of formulating the draft BP with inputs from all parties • Validation meetings • BP has been costed 12 Thematic Areas were identified reflecting diversity of development challenges in the sub-regions Consolidated into 3 Higher Level Outcomes to be achieved through specific Areas of Focus Recommendations on specific issues, Lessons and Good Practices SRCM Business Plan 2013-2017 Endorsement of the 13th RCM is being sought

KEY OUTCOMES (1) SRCM Eastern and Southern Africa • SRCM Business Plan 2013-2017, was adopted in Lusaka, Zambia on August 22, 2012 • RECs/IGOs leadership emphasized to ensure sustainability • Focal Point to be designated by RECs/IGOs to ensure ownership • Collaboration between RECs/IGOs and RCM Clusters emphasized within the SRCM Framework 11

RECs and IGOs will form the main pillars for the management of Joint Programming Outcome 1: Economic Development and Innovation Chair : EAC Co-Chair : COMESA Outcome 2: Natural Resources and Food Security Chair : IGAD Co-Chair : CEPGL Outcome 3: Building Strong Institutions and Social Cohesion Chair : SADC Co-Chair : ICGLR KEY OUTCOMES (2) SRCM Eastern and Southern Africa

KEY OUTCOMES (3)SRCM Eastern and Southern Africa • Implementation of the SRCM BP is anchored on collaboration with UN Agencies and other development partners • Public-Private Partnerships will be promoted • RECs/IGOs supported by partners to drive resource mobilization for joint activities • Success of joint efforts depends on the commitment of all partners 13

NEXT STEPS(1) North Africa : • Support to UMA on ICT, Statistics and Financial Mechanism • Consultative Meeting on the New Priorities of UMA in the context of political changes : towards programme planning 2013-2015 • UN Support to UMA Programme Central Africa • Preparation of CIP 2013-2015 • Need to strengthen common/joint activities among UN agencies • Collaboration/synergy with West Africa West Africa : • Formulation of Poverty Reduction Regional Strategy for West Africa 14

  15. NEXT STEPS (2)SRCM Eastern and Southern Africa • SRCM Steering Committee to be put in place • Inception activities should be identified • Preparatory Assistance Project focusing on work-planning to be formulated • Resource Mobilization Committee to be put in place

  16. Key issues to be further considered • Synchronization with the RCM Clusters: There should be a continuum between the SRCM and the RCM • Resource mobilization • Joint Financial Arrangements • Choice of flagships • How to engage UNCTs
