  1. Northwest Area Foundation Request for Proposals Social Capital and Poverty Reduction: Applications of findings from NWAF Social Indicators Surveys

  2. Purpose of RFP and stipend • To develop applications of social capital to poverty reduction, drawing on survey data from the Foundation’s two social indicators surveys • Regional survey (2003) • Horizons survey (2004) • $20,000 per “product”; can propose up to three.

  3. NWAF Mission • To help communities reduce poverty • NWAF concentrates its resources in Minnesota, Iowa, North Dakota, South Dakota, Montana, Idaho, Oregon, and Washington. • Works in rural and urban areas, individual communities and larger regions; communities of place and of interest

  5. Timetable • RFP released March 24 • Letter of intent due April 15 • Proposals due May 13 • Selection complete by May 25 • Draft outlines due Aug 26 • Near final drafts due Oct 31 • Final drafts due Dec 16 • Presentations Dec 05 – June 06

  6. Concepts in the surveys • Bridging beyond the community • Deliberation (open participatory decision making) • Interdependence within the community • Leadership being nurtured in community

  7. Concepts (continued) • Membership and sense of belonging, social identity • Skills (social organization, facilitation, planning) Demographic and economic characteristics (including income) also included

  8. Audiences for research products • Local leadership in communities and states in which surveys were conducted • NWAF staff and board • Others active in poverty reduction  very applied

  9. Product option #1 • Regional understanding and assessment of social capital, in • Horizons communities • Individual states • Region • For example: how well are clusters or states situated for collective action?

  10. Product option #2 • Community level applications for a subset of the population in the sample (e.g. rural areas) • For example: what is the social capital profile of the subset, compared to the region as a whole?

  11. Product option #3 • Community building tools for discussion or planning at the local level; intended to encourage further investigation or building of social capital.

  12. About the surveys • Telephone interviews conducted by Oregon Survey Research Lab • Sample sizes • Regional – 1,900 ( 240 / state) • Horizons – 3,360 ( 90 / town) • Duration of interviews • Regional – 27 min • Horizons – 15 min

  13. Additional background on the Foundation • Trying to get poverty on the radar screen • Views poverty as having social, cultural and economic dimensions • Looking for intermediate outcomes e.g. inclusive leadership, capacity for poverty reduction, asset development
