  2. ° National Policy Dialogues are carried out within the EECCA component of the EU Water Initiative ° The EUWI was launched by all EU Member States and the European Commission at the World Summit on Sustainable Development ° National Policy Dialogues are the main operational instruments of the EUWI

  3. ° UNECE is the strategic partner for IWRM-related activities ° OECD is the strategic partner for water supply and sanitation issues

Target groups ° Ministries of environment and the national committees or agencies for water management, including their subsidiary bodies ° Ministries of agriculture, health, economy, justice and finance ° Parliamentary bodies for environment, national academies of science ° Municipalities ° National and local non-governmental organizations, Regional Environmental Centres (if applicable). Global Water Partnership/national and/or regional offices

  6. Final beneficiaries People that do not yet have access to safe drinking water and adequate sanitation, as their number should be reduced by 50% given the MDGs

Outputs of the National Policy Dialogues: policy packages ° Draft pieces of legislation (e.g. governmental or ministerial regulations)  ° Recommendations and good practice documents  ° Analysis of institutional/management structures  ° Water management plans and water safety plans  ° Assessments of the effectiveness of measures undertaken

  10. In Armenia and Moldova, the overall objective of the National Policy Dialogue is to contribute to, and facilitate, the implementation of the principles of the Water Framework Directive and the UNECE Water Convention related to IWRM with a link to financing issues.

  11. In Moldova, the specific objective is to provide a platform for discussion and policy-making on new water-related legislation, the establishment of river basin management authorities and the establishment of river basin councils

  13. The specific objective in Armenia is to facilitate, in a pilot basin, the implementation of the principles of IWRM in line with the EU Water Framework Directive and relevant conventions and other international agreements with an emphasis on financial issues

Lessons learned and recommendations • The success of the EUWI-EECCA Component and of the NPDdepends on a long-term commitment until 2015 • UNECE facilitation of NPD reliescompletely on extra-budgetary funds • As a first step, resources were mobilized for an initial period of two years • Parties to the Water Convention and other partners (e.g. EU Member States) should make sure that the needed resources are also made available in the long term
