  1. Refrigerant Choice In the Obama Administration:What Risks, What Benefits? Presentation Mobile AC Climate Protection Partnership Meeting Frederick R. Anderson December 9, 2008

  2. Now Not LaterAffordable Climate Protection • Unique opportunity right now to demonstrate climate commitment • Regulation more likely when deadlock occurs – a lose-lose situation • Look instead for prompt win-win-plus consensus • Seek global leverage & harmony through a stakeholder-endorsed voluntary plan • MAC community leadership is the solution

  3. Common Sense Global Choice:HFC-1234yf for Mobile AC • Huge climate and energy efficiency benefits vastly outweigh costs • Fuel savings pay for the low system cost • Global equity: affordable in developed & developing markets • Reliability will satisfy the most demanding car owners • Much faster global transition than to CO2 • Safe and reliable repair by independent technicians

  4. CO2 Risk in Developing Countries • Acute toxicity & high pressure risks from improper repair and fabricated tools and parts • Poor energy efficiency and cooling in small cars undermine climate protection & cooling performance • Insurmountable training & equipment requirements for safe repair in all but OEM dealers & elite shops • Risks & benefits: comparison of fuel cost, toxicity, and safety strongly favors HFC-1234yf

  5. Challenges • Accommodate German CO2 choice • Communicate HFC-1234yf’s environmental superiority • Rebut false flammability claims • Remove final barriers in all markets • Cooperate on successful HFC-1234yf introduction

  6. Getting out the Facts: Time for R-1234.com? • Transparently report HFC-1234yf’s advantages • Encourage cooperation and partnerships • Provide technical reports for download • Prompt response to misleading information • Communicate with influential policy makers
