DOI Review for FY18 Financial Assistance Projects

  3. WASO & IMR guidance

  4. IMR process to initiate DOI review • Submit ONLY Draft TA/$-Mod & offline DOI Approval Form by April 2 (ideally) to imr_doi_review@nps.gov • Does NOT need to be reviewed/approved by CESU RC • FA uploads for review/approval • Timeline & likelihood of approval uncertain (~FY17?) • Check status on google sheet: ‘FY18 DOI Data Call Form (Responses)’ • FA should notify you once approved &/or process if full package submitted • WASO process: ATR submits via google form: ‘DOI - Managing Grants, Cooperative Agreements & other Significant Decisions’

  5. Level of review • Primarily depends on Aggregate funding & Recipient type • Total funding for a single TA = initial funding (any FY) + $-mods to date + anticipated $-mods • If approved this round, future $-mods may be executed without further DOI review/approval

  6. Secretarial priorities • Projects reviewed re: Secretarial Priorities • Check & justify all that pertain on DOI Form AND in TA/Mod, e.g. 1. Creating a conservation stewardship legacy second only to Teddy Roosevelt 3. Restoring trust with local communities 4. Ensuring (tribal) sovereignty means something 8. Modernizing our infrastructure (e.g. cyclical/deferred maintenance) Other Key Initiatives 1. Employment of veterans 2. Supporting DOI infrastructure needs 3. Creating jobs in the American economy 4. Access to outdoor recreation opportunities • ‘Transportation’ & ‘Urgent’ projects MAY get expedited review (CESUs NOT eligible for expedited ‘Youth’ review)

  9. The (mostly) usual process for TAs • New TAs due June 14 • Once submitted for DOI review follow usual process (or wait until approved?) 1. Contact your CESU RC 2. Identify/confirm ATR certification 3. Obtain CURRENT required forms/guidance from RC/CESU websites 4. Prepare draft documents (incl. TA Template, Budget, Justification) 5. Submit drafts to RC for review/approval 6. Request SF-424/424A/424B from Recipient 7. Submit PR & Attachments via IMR Sharepoint or WASO FACS (incl. TA Template, Budget, Justification, RC Approval Email & SF-424s). 8. FA processes & emails all parties when executed

The (mostly) usual process for Mods • Mods due July 10 • Non-$ Mods need to be submitted on Mod Template by ATR to fa-imr@nps.gov w/ cc to RC (DON’T need approval) • $-Mods require RC review/approval of Mod Template & itemized Budget • Consider pros/cons of $-Mod vs. new TA • Submit PR & Attachments via IMR Sharepointor WASO FACS(incl. Mod Template, Budget, RC Approval Email & SF-424s) • FA processes & emails all parties when executed
