  2. BASIS –LEGITIMACY • Role of specific legislation on RtF for the eradication of hunger • PARPA II - 2006-2009 • ESAN II – 2008 – 2015 • IISymposium • National and international Policies • Consultative and Participative Process • The RtF implicit in the Constitution • ICESCR • Consensual

  3. OPTIONS • Specific Law • Generic Law/Organic Law • Both options feasible. However, the best way points for an organic law, since it would establish general principles transversal contents which could easily be harmonized with other correlated laws.

  4. LEGAL FRAMEWORK ASSESMENT • Participative process FNS/RtF working groups • Law to complement and eliminate lacunaes and contradictions of other sectoral and multisectoral legislation • Organic Law • ICESCR

PROCESS OF PREPARING THE RtF • Decision (PARPA II - ESAN II – II Symposium) • Process (participative – awareness raising, advocacy and mutual learnig) • Establishment of multifunctional Task Force (Gov., CS, Acad., etc.) • Liaison with all sectors, including media, CS, Academia... • Sessions with CS; Sectors • Special event on the RtF with Parliament – Inclusion of MPs in the Task force • Presently defining ToRs, and liasing with the sectors, preparing special event

  6. PROCESS OF PREPARING THE RtF • Joint collaboration between Government and all stakeholders (SI, CS, Parl., DC) • Create a Group of Reference, Task Force of Legal Drafters • Regular meetings to produce a Draft Bill • Consultation process – Distrital, Provincial and National Levels • Draft Bill taken to public hearing all over the country • Lobby the Government, Parliament and other relevant stakeholders to advance the process
