Homeland Security Operations Center's primary suite of tools for information sharing, coordination, planning, mitigation, and response.
In a memo from Secretary Chertoff, HSIN was made the “primary system for operational information sharing and collaboration within DHS and with our security partners”, January 9, 2006.

The SCC’s role includes ...
Setting the vision for HSIN in the sector including how, when, and why the various tools will be used
Determining policies for content and user management
Facilitating Deployment of HSIN-CS to the sector
Outreach to sector membership
The SCC and DHS roles in operating HSIN-CS are being documented in a MOU for each sector. Signing of the MOU moves each sector HSIN from pilot to production.
