Power Ideas • Power ideas are still missing. • Wholesale solutions should consider, for example: • Reservation of Frequency Bands for Education • “Copy this Book” schemes for Digital contents • Speech-based software for literacy courses • Use of idle communications capacity under favored terms • etc.
