  3. Aboveground Storage TankEnhanced Vapor Recovery Workshop Agenda • Welcome and Introductions • Overview • Tank Population Inventory • Emissions Inventory • Rulemaking Timeline • Contact Information • Open Discussion 3

  4. Aboveground Storage TankEnhanced Vapor Recovery Workshop Agenda • Welcome and Introductions • Overview • Tank Population Inventory • Emissions Inventory • Rulemaking Timeline • Contact Information • Open Discussion 4

  5. Overview Purpose of Enhanced Vapor Recovery (EVR) for Aboveground Storage Tanks (ASTs) • To seek additional emission reductions from gasoline marketing operations by increasing the stringency of standards and specifications • To improve the performance and reliability of vapor recovery equipment 5

  6. Overview In 2000, the Board approved EVR regulations for underground gasoline storage tanks (USTs). A new rulemaking is required to implement EVR for aboveground gasoline storage tanks (ASTs). 6

  7. Overview EVR for ASTs is necessary to: • Ensure maximum feasible emissions reductions are achieved • Improve quality, reliability and durability of AST vapor recovery systems • Provide consistency with the UST EVR program 7

  8. Overview A S T Examples 1000 Gallon Single Wall AST 8 250 Gallon AST on Stand

  9. Overview 4,000 Gallon Single Wall with Processor A S T Examples 9 2000 Gallon Protected Tank 12,000 Gallon Protected Tank

  10. Overview Proposed AST EVR Performance Standards and Specifications • DraftCertification and Test Procedures are available on the ARB Vapor Recovery website, but will be revised pending further testing and monitoring data. 10

  11. Overview Previous Inventory Efforts • Revisited inventory in response to industry concerns • Tank population inventory • Emission inventory 11

  12. Overview Status of AST EVR • Conducting further studies on: • Tank population inventory • Emissions inventory • Controls • Cost 12

  13. Overview Status of AST EVR • Focus of today’s workshop • Tank population inventory • Emissions inventory • AST proposed regulation and cost analysis will be discussed in future workshops 13

  16. Tank Population Inventory Overview • Desired information • Our approach to acquire information • Pilot Survey & Summary • Survey timeline 16

  17. Tank Population Inventory Desired Information • Size distribution • Location • Control level • Type of tank 17

  18. Tank Population Inventory Approach to Acquire Information • Districts • Water Board • Board of Equalization • Energy Commission • AST Manufacturers • Fuel Carriers 18

  19. Tank Population Inventory Approach to Acquire Information • Identify fuel carriers • 473 carriers identified by CARB • each carrier was contacted • Identify gasoline carriers to AST • 188 carriers deliver gasoline to AST 19

  20. Tank Population Inventory Pilot Survey • With California Independent Oil Marketers Association (CIOMA) • Develop pilot survey • Randomly select carriers • 32 carriers received pilot survey 20

  21. Tank Population Inventory Pilot Survey Summary • 32 companies received survey • 15 companies returned survey • 8 companies returned survey with tank information • 466 tanks identified 21

  24. Tank Population Inventory Pilot Survey Summary 24

  25. Tank Population Inventory Pilot Survey Summary 25

  26. Tank Population Inventory Survey Form 26

  27. Tank Population Inventory Timeline • Changes to survey need to be submitted by November 10, 2004 to: CARB - MLD Attn: LaMar Mitchell P.O. Box 2815 Sacramento, CA 95812 • lmitchel@arb.ca.gov • PHONE: 916-445-9371 • FAX: 916-324-4457 27

  28. Tank Population Inventory Timeline • Survey mailed to all fuel carriers with AST accounts by mid November • Survey returned by mid December 28

  29. Tank Population Inventory Questions ? 29

  30. Aboveground Storage TankEnhanced Vapor Recovery Workshop Agenda • Welcome and Introductions • Overview • Tank Population Inventory • Emissions Inventory • Rulemaking Timeline • Contact Information • Open Discussion 30

  31. Emission Inventory What are we going to do with the tank population information? • Build a population picture • Use picture to develop emission inventory 31

  32. Emissions Inventory(Baseline Emissions Estimate) 32

  33. Emissions Inventory • AST Emission Factor Approach • Determine AST emission factors using the U.S. EPA Tanks Emissions Estimation Program (AP-42) • Suggested by industry 33

  34. Emissions Inventory • U.S. EPA Tanks Emissions Estimation Program (AP-42) • Emission estimating equations were developed by the American Petroleum Institute (API) • Estimates emissions from organic liquid storage tanks • http://www.epa.gov/ttn/chief/ap42/ index.html 34

  35. Emissions Inventory • U.S. EPA Tanks Emissions Estimation Program (AP-42) • Designed for single-wall tank application • Can be used for protected tank application • Requires fuel surface temperature measurements 35

  36. Emissions Inventory • AP-42 Data Collection • In August 2004, ARB installed monitoring equipment on 5 ASTs • Parameters measured include: • fuel surface temperature, • ullage pressure and temperature, • barometric pressure, and • ambient temperature. 36

  37. Emissions Inventory • AST Monitoring status: • 5 ASTs monitored • 4 protected (500-8,000 gallon capacities, different manufacturers, different insulation characteristics) • 1 single-wall (250 gallon capacity, on stands, no vapor recovery, open vent) • Data collected from August through November 2004 • Preliminary data analyses in January 2005 37

  38. Emissions Inventory(Preliminary Data from a Single-Wall Tank) 38

  39. Emissions Inventory(Preliminary Data from a Protected Tank) 39

  40. Emissions Inventory • Emission factor stakeholder review • Assemble Stakeholder Review Team • Summarize preliminary data and emission factors • Schedule meeting (early 2005) 40
