Planning - Overview The Planning Branch provides technical assistance to Parishes and Coordinates State Agency Planning, as well as maintaining the State EOP The Planning Branch is required to conduct 16 technical reviewsof Parish Plans a year. Oversees the State THIRA, SPR, and COOP Planning is also responsible for CI/KR

5. Planning - Parish Plan Reviews Parish Planning Guide Update Current version is 2011 Expected roll-out this Summer Will be updated with latest CPG 101 Review format to be based off of PPG
6. Planning – CI/KR CFATS – Chemical Facility Anti-Terrorism Standards High-risk facilities as determined by DHS are required to develop and implement SSPs or ASPs. Includes oil refineries, chemical manufacturers and distributors, semiconductor fabrication sites, colleges and universities, and food processing plants.

12. Desired Outcomes Forensics and Attribution Prioritize evidence collection and analysis to assist in preventing initial or follow-on terrorist acts. Conduct forensic analysis and attribute terrorist acts (including the means and methods of terrorism) to their source. Include forensic analysis as well as attribution for an attack in order to support the prevention of initial or follow-on acts and/or to swiftly develop counter-options within Louisiana.
13. Impacts and Capability Targets Apply all Threats and Hazards to Desired Outcomes Determine which Threat or Hazard has the Greatest Impact Points the way to Capability Target

Capability Target Forensics and Attribution Coordinate with appropriate law enforcement agencies in order to collect and prepare analysis of 100 percent of forensic evidence associated with an act of terrorism within 24 hours. Analyze biometric data using state fusion center, state crime lab, and any and all available assets. Disseminate information to 59 state and 382 local law enforcement agencies.
