Discipline PolicyCommunity Stakeholders Rights Responsibilities - SFUSD recognizes the mutual dependence of rights and responsibilities of staff, students and parents. • Students have the right to: • Learn • Be treated fairly and courteously • Ask for and received support from teachers,administration, parents, and when appropriate students • A safe, clean and healthy school environment • Students have the responsibility to: • Respect other’s opinions and be cooperative, committed and engaged • Care for others and behave in a socially acceptable manner • Respect property • Punctually attend all scheduled classes • Completing all set work conscientiously and to the best personal standard Pg. 43 of SFUSD 2011-2012 handbook

Discipline PolicyCommunity Stakeholders Rights Responsibilities - SFUSD recognizes the mutual dependence of rights and responsibilitiesof staff, students and parents. • Parents/Caregivers have the responsibility to: • Actively participate in their child’s education by sending them to school daily, and encouraging punctuality • Maintain close communication with the school and support school programs and policies • Attend parent teachers conferences and informational sessions • Assist their child with work and with study habits where appropriate • Parents/Caregivers have the right to: • Be fully informed of their child’s progress • Have access to their child’s teachers through appropriate channels • Be provided with information on general school activities Pg. 43 of SFUSD 2011-2012 handbook

Discipline PolicyRestorative Practices In 2009, the San Francisco Board of Education adopted resolution 96-23A1, “In Support of a Comprehensive School Climate, Restorative Justice, and Alternatives to Suspensions & Expulsions.” Restorative Practices, when broadly and consistently implemented, will promote and strengthen positive school culture and enhance pro-social relationships within the school community. By voluntarily participating in restorative practices, students will learn to accept accountability, repair the harm their actions caused, recognize their role in maintaining a safe school environment, build upon their personal relationships in the school and contribute as a positive member of the school community. Pg. 51 of SFUSD 2011-2012 handbook How are parents of the student bystanders involved in this practice? How does SFUSD administration keep the parents informed about consistent offenses so parents of bystanders can reinforce the messages at home? What happens when a student assaults a staff member; an act that, according to State Education Code 44014, is a misdemeanor? “It is the duty of a school employee to report an attack, an assault, or a menace by a student promptly to law enforcement authorities. Failure to do so is a misdemeanor. Any person discouraging such a report is guilty of a misdemeanor. (State Education Code 44014)” Pg. 56 of SFUSD 2011-2012 handbook

Discipline PolicyRecommendations • Create a list of rules that is simple and clear for students. • Clearly define bullying – random exclusion from recess play is not bullying. • Define the consequences for each rules infraction. • TRANSPARENCY, inform parents about chronic school yard or classroom misbehavior. If the administration needs to hold an assembly to address a chronic behavioral problem at school, then parents should be notified of the content in advance. • Progressive Discipline – the consequences should compound/change for students who fail to change the behavior using normal means. • After a student is referred by their teacher to the office, present teachers with a written behavior plan within 24 hours of the infraction. • Have students define what is “Safe”, what is “Respectful” and what is “Responsible” to see if they understand the policy. • Discipline “outside the box” - Have chronic offenders research lives of their counterparts in places like Kenya or Brazil, where kids live on the streets and don't have a social safety net. Make them write book reports on the history of child labor in the US. Give students additional homework that must be completed to earn recess privileges.
