INT-016-WECC-CRT-1 WR1. In the event that the load serving Purchasing Selling Entity, or their designee, is unable to submit a Request for Interchange electronically, that party shall request that another party (defaulting to the Generation Purchasing Entity) create and cause to have distributed a Request for Interchange to the appropriate parties. WR2. Unless the tagging system of the party being requested to create and cause the distribution of the electronic Request for Interchange is inoperable, they shall not refuse the request. WR3. The Balancing Authorities shall only implement an Arranged Interchange transaction that has been or will be created via the electronic Request for Interchange, (e-Tag). INT-016-WECC-CRT-2 WR1. Each Purchasing-Selling Entity and each Balancing Authority meeting one or more of the following criteria shall designate either the Purchasing-Selling Entity or the Balancing Authority as the entity responsible for electronically submitting the Request-For-Interchange: Purchasing-Selling Entity or Balancing Authority submitting a Request-For-Interchange not otherwise required under a NERC Standard (or) Purchasing-Selling Entity or Balancing Authority that has experienced a loss of resources affecting Net Scheduled Interchange. WR2. Each Purchasing-Selling Entity and each Balancing Authority designated in WR1 to submit a Request-For-Interchange affecting Net Scheduled Interchange shall submit that transaction electronically to the Western Interchange Tool (WIT). INT-017-WECC-CRT-1 WR1. All transactions that impact Net Scheduled Interchange shall be submitted as a Request for Interchange (e-Tag). This includes all previously exempted untagged transactions within the WECC. Emergency Assistance and other qualifying After- the-Fact Requests for Interchange must be submitted within the number of hours specified in the e-Tagging specification, after start of the delivery hour. WR2. Each hour of a dynamic schedule must be updated with the actual value within 60 minutes of the completion of the operating hour to allow for correct Net Scheduled Interchange between Balancing Authorities. Any hour of a dynamic schedule may be corrected within the number of hours specified in the e-Tagging specification, after the start of the delivery hour requiring the change INT-016-WECC-CRT-2 WR1.
