  3. DEMOCRACIA ELITISTA WEBER SCHUMPETER Há pouco espaço para a participação democrática e o desenvolvimento coletivo. MEIO DE ESCOLHER PESSOAS ENCARREGADAS DE TOMAR DECISÕES E DE IMPOR ALGUNS LIMITES AOS SEUS EXCESSOS.

  4. WEBER: A DEMOCRACIA REPRESENTA UM ANTÍDOTO CONTRA O AVANÇO TOTALITÁRIO DA BUROCRACIA. SCHUMPETER: SIGNIFICA UMA PROTEÇÃO CONTRA A TIRANIA. DOWNS: PROPÕE O USO DE REGRAS DA ECONOMIA COMO REFERÊNCIA PARA UM GOVERNO QUE SE ALMEJA RACIONAL E DEMOCRÁTICO. AÇÃO RACIONAL: AÇÃO QUE É EFICIENTEMENTE PLANEJADA PARA ALCANÇAR OS FINS ECONÔMICOS OU POLÍTICOS CONSCIENTEMENTE SELECIONADOS DO ATOR, SEJA ELE O GOVERNO, OU OS CIDADÃOS DE UMA DEMOCRACIA.

  5. DAHL: DEFENDE QUE A TEORIA DEMOCRÁTICA SE PREOCUPAVA COM OS PROCESSOS ATRAVÉS DOS QUAIS OS CIDADÃOS EXERCERIAM RELATIVO GRAU DE CINTROLE SOBRE SEUS LÍDERES.

DAHL • SEGUNDO SCHUMPETER: A democracia como instrumento de seleção de liderança. poliarquia: • Liberdade de expressão; • Liberdade de formar e participar de organizações; • Acesso a informação; • Existência de eleições livres; • Competição dos líderes pelo apoio do eleitorado; • Características das instituições destinadas a formular a política governamental.
