CDBG Funding • Community Development Block Grant (CDBG) funding is an annual allocation from the US Department of Housing & Urban Development (HUD) • Of the roughly $17M annual CDBG allocation, $1.36M will likely be set aside for ED activities • Bidders should review and be familiar with: • CDBG 2010-2014 Consolidated Plan • Assessing the Needs of Small Business and Entrepreneurs in San Francisco(both available on the OEWD website)

SFRA Funding • December 29, 2011 - State Supreme Court upholds abolition of redevelopment agencies. • Local impact • Legislation being introduced in Board of Supervisor next week to transfer affordable housing funds to Mayors Office of Housing. • Under AB 1X 26, San Francisco’s major infrastructure and affordable housing projects are considered enforceable obligations. That means that major projects well underway such as the Mission Bay, Bayview Hunters Point Shipyard and Treasure Island can keep going. At risk, however, is continued future progress on developing affordable housing, revitalizing blighted neighborhoods and generating the resources to fund urban infill development and infrastructure. • We will not request proposals for Proposal Areas V and VI Bayview Hunters Point and South of Market in this RFP.

  8. Proposal Area I. Business Technical Assistance • Target clients • Entrepreneurs who want to establish a new microenterprise or small business, and for owners who seek to strengthen or expand their existing small business. • Services • Group training, mentorship programs, and one-on-one advising, and may cover a range of topics such as (but not limited to) the development of a business plan, marketing and branding, and financial planning and management. • Scope of work highlights • Case management, training, consulting, graduation, follow-up and reassessment • Outcome measurements – change in business revenue and family income, number of jobs created, type of business assisted, loans packaged and approved, etc.

  9. Proposal Area II. Access to Capital • Two modules • Microloan program • Small business loan program • Eligible operating expenses include, but not limited to, applicant screening, loan underwriting, loan servicing, fiscal services, and pre- and post-loan business advising.

  10. Proposal Area III. Commercial Corridor Revitalization • Activities that strengthen the commercial corridors in low- and moderate-income neighborhoods include • Access to technical assistance and services to support attraction, retention, expansion and/or relocation of locally-owned small businesses • Examples of commercial corridors • Excelsior, Visitacion Valley, Ocean Avenue, Portola, Tenderloin, Japantown, Bayview

Commercial Rehabilitation & Improvement • Funding for nonprofit organization to rehabilitate a building for commercial use • 3 sets of supporting documentations required • Eligible expenses • Predevelopment, construction, rehabilitation, and the following non-construction (soft) costs: architectural, design and engineering services, permit fees construction/project management, environmental review, and legal and special inspection services.
