SHOULD BE BASED ON THE ASSESSMENT OF THE CONFIDENTIAL DOSSIERS, THIS MATTER IS OF THE GREATEST IMPORTANCE FOR THE EFFICIENCY AND MORALE OF THE SERVICES • IT IS VERY IMPORTANT BOTH IN THE INTEREST OF EFFICIENCY OF THE SERVICE AND ALSO OF THE OFFICERS THAT REPORTS ARE WRITTEN WITH GREATEST POSSIBLE CARE SO THAT THE WORK, CONDUCT, CHARACTER AND CAPABILITIES OF THE OFFICER REPORTED CAN BE ACCURATELY JUDGED FROM THE RECORDED OPINION

IN MAKING PROMOTIONS, IT SHOULD BE ENSURED THAT SUITABILITY OF THE CANDIDATE FOR PROMOTION IS CONSIDERED IN AN IMPARTIAL MANNER. FOR THIS PURPOSE, DPCs ARE CONSTITUTED / FORMED

DOP&T VIDE THEIR OM DATED 8th FEBRUARY, 2002 HAVE STATED THAT IT HAS BEEN DECIDED BY THE GOVERNMENT THAT THERE SHALL BE NO SUPERSESSION IN THE MATTER OF PROMOTION OFFICERS ARE TO BE GRADED BY DPCs AS ‘FIT’ OR ‘UNFIT’ WITH REFERENCE TO THE PRESCRIBED BENCHMARK AND THOSE FOUND ‘FIT’ ARE TO BE INCLUDED IN THE PANEL AS PER THEIR SENIORITY IN THE FEEDER GRADE

  27. Indian Railways Promotee Officers Federation ZONE OF CONSIDERATION A ZONE OF CONSIDERATION IS ESSENTIALLY REQUIRED TO ENABLE THE DPC IN MAINTAINING A PROPER FOCUS. THE ZONE SHOULD BE WIDE ENOUGH TO CATER TO THE NEEDS OF THE DEPARTMENT AND FOR GIVING AN EXTENDED PANEL AGAINST EMPANELLED OFFICERS WHO ARE ON DEPUTATION AND ALSO TO TAKE CARE OF THOSE OFFICERS IN THE FEEDER GRADE WHO ARE PLACED IN SEALED COVER

AS REFLECTED IN THE APARs “AVERAGE” MAY NOT BE TAKEN AS AN ADVERSE REMARKS, AT THE SAME TIME, IT CANNOT BE REGARDED AS COMPLEMENTORY TO THE OFFICER. IT IS ONLY PERFORMANCE ABOVE AVERAGE REALLY NOTEWORTHY WHICH SHOULD ENTITLE AN OFFICER FOR PROMOTION

THE DPC SHOULD CONSIDER APARs FOR EQUAL NUMBER OF YEARS IN RESPECT OF ALL OFFICERS CONSIDERED FOR PROMOTION THE DPC SHOULD ASSESS THE SUITABILITY OF THE EMPLOYEE FOR THE PROMOTION ON THE BASIS OF THEIR SERVICE RECORD WITH PARTICULAR REFEENCE TO THE APARs FOR PRECEDING FIVE YEARS IRRESPECTIVE OF THE QUALIFYING SERVICE PRESCRIBED IN SERVICE / RECRUITMENT RULES

WHERE ONE OR MORE APARs HAVE NOT BEEN WRITTEN FOR ANY REASON DURING THE RELEVANT PERIOD, THE DPC SHOULD CONSIDER THE APARs OF THE PRECEDING PERIOD IN QUESTION AND, IF, IN ANY CASE, THESE ARE ALSO NOT AVAILABLE, THE DPC SHOULD TAKE THE APARs OF THE LOWER GRADE INTO ACCOUNT TO COMPLETE THE NUMBER OF APARs REQUIRED

Indian Railways Promotee Officers Federation BENCHMARK……… THE DPC SHALL DETERMINE THE MERIT OF THOSE BEING ASSESSED FOR PROMOTION WITH REFERENCE TO THE PRESCRIBED BENCHMARK AND ACCORDINGLY GRADE THE OFFICERS AS “FIT” OR “UNFIT” ONLY ONLY THOSE GRADED “FIT” BY THE DPC SHALL BE INCLUDED & ARRANGED IN THE SELECT PANEL IN ORDER OF THEIR INTER-SE-SENIORITY IN THE FEEDER GRADE

Indian Railways Promotee Officers Federation REVIEW DPC IN CASES WHERE VACANCIES HAVE NOT BEEN REPORTED DUE TO ERROR OR OMISSION OR SOME OTHER FACT COMES TO LIGHT WHICH MAY RESULT IN INJUSTICE TO THE OFFICERS, THEN IN ALL SUCH CASES, A REVIEW DPC SHOULD BE HELD KEEPING IN MIND THE TOTAL VACANCIES IN A YEAR

IT NEEDS TO BE KEPT IN MIND THAT A REVIEW DPC IS EFFECTIVE FROM THE DATE OF THE ORIGINAL DPC EVEN THOUGH IT MAY HAVE BEEN HELD LATER FURTHER, SUCH DPC SHOULD CONSIDER ONLY THOSE PERSONS WHO WERE EILGIBLE AS ON DATE OF THE MEETING OF THE ORIGINAL DPC

Indian Railways Promotee Officers Federation WHEN GOVERNMENT SERVANT UNDER CLOUD AT THE TIME OF CONSIDERATION OF PROMOTION, DETAILS OF GOVERNMENT SERVANTS UNDER SUSPENSION, AGAINST WHOM CHARGE SHEETS HAVE BEEN ISSUED AND DISCIPLINARY PROCEEDINGS ARE PENDING MUST BE SPECIFICALLY BROUGHT TO THE NOTICE OF THE DPC

Indian Railways Promotee Officers Federation SEALED COVER PROCEDURE THE DPC SHALL ASSESS THE SUITABILITY OF AN OFFICER EVEN THOUGH THEY MAY BE UNDER CLOUD ALONG WITH OTHER ELIGIBLE CANDIDATES WITHOUT TAKING INTO CONSIDERATION THE DISCIPLINARY CASE / CRIMINAL PROSECUTION PENDING THEIR ASSESSMENT OF THE DPC INCLUDING THE GRADING SHALL BE KEPT IN SEALED COVER
