  3. What is IFP about? IFP wants to develop competitive businesses and new jobs in the regions by strengthening the foresight planning in the private and public sector.

  4. Aims and objectives WP D To integrate the facilitating role of the public sector in the foresight planning framework and cluster cooperation activities, to involve business in process. To maximize the facilitating role of the public sector in serving economic development and dealing with the discrepanties of the labour market.

  5. Cluster or Network Michael Porter A cluster is a geographically proximate group of interconnected companies and associated institutions in a particular field, linked by commonalities and complementarities. Difference between cluster and a network Competitive Diamond

  6. The role of public bodies Porter: support of a cluster is only justified if (parts of) it is succesfully tested in the market. Do not create clusters! What can government do:Help avoiding obstacles Improve jobopportunities/labourmarket, infrastructure and rules

  7. What did we promise to do in WPD • Overview of public policy tools • Best practices and evaluation • SWOT analyses per region • Apply IFP method in the region • Develop and implement the online toolbox • Develop (trans)regional networks • Implementing tools and practices

What have we done, so far We managed to make an overview and SWOT of the public policy tools in the regions (Studies by Vincent) We’ve tried to compare our tools, but find out comparitive research is not applicable. We decided to present our (best) practices. We’ve presented our tools and policies (Norway(2-regions), N-Netherlands, Steinberg 2030) in several meetings.

  9. What should a Toolbox do? Offering overview policy Tools and more share knowledge, people network (community) Support and facilitate the Clusters

  10. Focus toolbox This means the toolbox should focus on: • Bringing our regional information on one platform • Trying to enhance our network: within the region, between regions (transnational, between other programs (international) • Import information from WP B and C in the toolbox

  12. Plan of action 1. Develop a toolbox NB: share knowledge, people network (community) 2. Prepare a workshop for gathering input from WP B and C and bringing our regional information together (at this very moment) 3. Prepare a draft programme for the Final Conference

  14. What do companies and developers need from government to get clusters going? • What kind of advice could IFP give to governmental bodies on cluster development and their role in it? • How can we narrow down our conclusions and advice?
