  2. 2016 FHSAA Flag Football Finals • Robinson High School will be the site • of the 2016 Flag Football Finals on • Friday May 13th and Saturday May 14th • Friday May 13thSaturday May 14th • 1A Semifinals 3:30pm and 5pm 1A Final 3pm • 2A Semifinals 6:30pm and 8pm 2A Final 5pm • Hillsborough County Public Schools and the • West Coast Officials Association are the hosts • If you wish to help out, contact Kenny Calhoun

  3. 2016 FHSAA Football Field Clinic • Saturday May 14th at 8am • Site is HillsboroughHighSchoolin the auditorium • Classroom sessions, break out sessions and scrimmages • 108 officials pre-registered with the FSHAA prior to May 1st • Hillsborough County Public Schools will provide 6 scrimmage • sites with 4 teams at each site. 2 teams will scrimmage on • each end of the field at the same time.

  4. 2016 FHSAA Football Field Clinic • The agenda will feature: • Classroom work • Breakout sessions • Scrimmages • Lunch • Classroom work • Breakout sessions • Classroom work • Dress is causal for classroom and breakouts portions, • but please wear some form of real clothes. Not PJs, etc. • Dress for the scrimmages is black shorts (youth uniform). • This is NOT an evaluations or scouting clinic. We do NOT • wear long pants.

  7. 2016 FHSAA Football Field Clinic • The are very specific scrimmage guidelines which MUST • be followed: • 1) Each set of teams will get 15 offensive and 15 defensive plays • 2) No additional plays are allowed • 3) There shall be a 10 minute break before the next set of • teams play • 4) No special teams plays and no 2 point conversions • 5) Teams start on the 40 yard line going in under normal game • conditions (1st and 10). If a touchdown is scored or a • turnover occurs, the ball is reset at the 40 yard line. • 6) Coaches are permitted to be on the field, but must be • 10 yards behind the deepest player on each side of the ball at • the snap. Otherwise, coaches are to be on the sideline.

  8. 2016 FHSAA Football Field Clinic • Since we will go from classroom work, to field work and then • back to classroom work. There are few items I would suggest • you bring: • Deodorant • A towel • Change of clothes • Axe body spray / cologne / etc.

  9. 2016 FHSAA Football Field Clinic • Honig’s will NOT be at our May 14th FHSAA Football Field Clinic • They WILL be at the Monday July 18th General Membership • Meeting at Leto to sell both football and basketball items

  10. 2016 FHSAA Football Evaluations Clinic • This will be a FIELD clinic and not an EVALUATIONS clinic • Doesn’t matter, the FHSAA Football • EVALUATIONS Clinic • died a cruel death • at a very youthful age • Frank Beasley understands it is impossible in May to send • your #1 playoff crew for evaluation, for a lot can change • between May and November / December • Therefore, playoff crews will be evaluated during actual • playoff games

  11. Scrimmages • Scrimmages will soon be available for signup on the WCOA • website wcoafla.org • We will make you aware of when the sign up page • is available • Please only sign up for scrimmages that you definitely • are going to attend

  12. Scrimmages • Please make sure attendance is recorded at EVERY • scrimmage • When attendance is emailed in, if you place every participant’s • email address in the CC line, they will have proof of attendance • should there be any issue

Jamborees • Most will be Thursday May 19th • To be assigned to a jamboree you MUST: • Attend EITHER the May 2nd membership meeting OR • the FHSAA Football Field Clinic May 14th • AND • Attend at least ONE scrimmage • EVERYONE assigned to a jamboree site shows up at • 6PM, the late crew will do chains, clock etc. for the early • crew and then vice versa • Fees • $ 10 per quarter on the field • $ 5 per quarter on the clock • $ 3 per quarter on the chains • A one time $10 travel fee

Jamborees • Feel free to have some flexibility with the Jamborees • Allow the back up referee on the crew to work • a quarter • Allow a crew member to try working a new position, etc. • Request to look at a possible crew replacement • Everyone shows up dressed • There is no overtime • This is the ONLY school-related contest that overtime is not played • All FHSAA regulations apply just like a normal Friday night • game • i.e. If you eject someone, you must report it

Youth Update • Brandon League (TCYFCC) • They are back with WCOA • They will have 14 teams (this is more than previously) • TBYFL • The back judge for the 2 upper level games is now permanent (JV and varsity) • Therefore, we need everyone to make themselves available, for there will be plenty of game assignments

Rookie Training • There will be several training sessions for rookie officials • throughout the summer • Starts in July and runs through August (tentative dates) • Thursday July 14 6:30pm • Thursday July 21 6:30pm • Wednesday August 3 6:30pm • Saturday August 6 8am • Wednesday August 10 6:30pm • ALL rookie officials are expected to attend and second • year officials are free to join in if they wish • Veteran officials who wish to participate as a clinician, • please contact Marty Palenik

  18. Committees • If you have an interest in serving on these committees • please express that interest • Just because you request to be on a committee does NOT • mean you are automatically placed on the committee, for • the chairman will assemble the committee

Raising Dues • Basketball has decided to raise the dues on their members • because • They provide more assignment opportunities to members • The value of being a member is worth more • Ref Pay and other expenses like HUDL • Various other reasons • Football will NOT be raising your dues • The football board finds no justifiable reason to increase • member dues

  23. Website • The new WCOA webmaster is Bobby Cooper • Bobby has been working to totally revamp and update • the WCOA website to make it modern and easier to use • It will feature drop down tabs rather than the large menu • tables that the old website had

  26. Rule Changes 2016 ClearMouthProtectorsNowLegal 1-5-1d(5)a – Completely clear and completely white tooth and mouth protectors are no longer prohibited. Tooth and mouth protectors shall include an occlusal (protecting and separating the biting surfaces) portion and include a labial (protecting the teeth and supporting structures) portion.

Rule Changes 2016 GloveSpecificationsDefined 1-5-2b – Football gloves are now required to meet either the new SFIA (Sports and Fitness Industry Association) specifications or the existing NOCSAE (National Operating Committee on Standards for Athletic Equipment) test standard at the time of manufacture.

  28. Rule Changes 2016 ClippingNowIllegalInTheFreeBlockingZone 2-17 and 9-3-6 – In an effort to minimize risk, clipping in the free blocking zone is now illegal. Clipping is now illegal anywhere on the field at any time.

  29. Rule Changes 2016 Clipping Clipping is a block against an opponent when the initial contact is from behind, atorbelowthewaist, and not against a player who is a runner or pretending to be a runner.

  30. Rule Changes 2016 BlockInTheBack Blocking in the back is a block against an opponent with the initial contact is in the opponent’s back, insidetheshoulders and below the helmet and abovethewaist, and not against a player who is a runner or pretending to be a runner.

  31. Rule Changes 2016 BlockingBelowTheWaist Blocking below the waist is making initial contact below the waist from the front or side against an opponent who is not the runner. Contact with an opponent’s hand(s) below the waist that continues into the body below the waist is considered blocking below the waist. Blocking below the waist applies only when the opponent has one or both feet on the ground.
