Safeguarding Children’s Trust Improvement Board • Jane Shuttleworth is new Chair of the Trust Improvement Board and is also the Independent Chair of the Sandwell Children Safeguarding Partnership. • LAC numbers over 900 now – pressures on the system are immense. • Jane is reviewing the whole governance of safeguarding to check to see if it is fit for purpose and streamlined. • Education Advisory Group may be assimilated in to the work of HT joint executive to reduce number of meetings Annual HT confidence survey has gone live….

Local Area SEND Ofsted Revisit • LA SEND Review end of March • Focus on the five areas they asked us to improve last time (Accountability, Social Care contribution, CAMHS, timeliness and suitability of EHCPs, outcomes for children) • Effective progress in all areas – now published – praise for LA teams and management and provision in schools • Letter from Minister and DfE congratulating us • Interest from regional Chief Executives and the national DCS group on the progress made [IL2: PROTECT]

  7. Peer review of LACE • Completed three weeks ago • Focus on • Delivery/quality of new ePEPs • Provision and outcomes for LAC • Capacity of team with increased LAC • Professional challenge between colleagues • Leadership and Governance • Very positive outcomes in verbal feedback about the quality of LACE service. • Final written feedback expected soon. • REQUEST: Primacy Headteacher on the management Committee [IL2: PROTECT]

  8. Meeting with Mr Gibb • Phonics –Lesley Hagger, Andy Timmins and Ed Masterton from St John Bosco (plus the RSC) • Attainment focussed – looking at schools individually – wants to know what schemes are used and how often children are read to. • Also discussed performance in all other key stages (focus on eBacc) • Ofsted and DfE difference in thinking was clear [IL2: PROTECT]

Finance • First Schools Forum Sub Committee meeting has taken place to discuss primary and secondary ratio • Carry forward in maintained primary and secondary schools has increased this year (unexpected) • Primary £18.64m - an increase of £1.8m • Secondary £1.46 – an increase of £101k • Special £1.5m – an increase of £126k • Primary Academies £4.6m • Secondary Academies £10.3m • Looking at options ahead of formalising them in September SF meeting • Adrian Bailey MP - personal stories of how budget cuts are affecting schools [IL2: PROTECT]

  10. School Organisation • CBSO School now announced for West Bromwich (2021) • Chance Academy (3 sites under discussion) • West Bromwich Collegiate Academy under construction – opening Sept 2019 [IL2: PROTECT]

  11. Special Schools, PRU & AP • Review of all places in:- • Special Schools (2 new schools by 2021/22) • Focus Provisions • PRUs • Other alternative provision [IL2: PROTECT]

  12. Challenges 4 3 2 Rising Population IMPROVED Diagnosis Limited High Needs Block Inclusion vs AP VS exclusion 1 The large bulge in whole pupil population is now moving in to the secondary sector. Improved systems and processes in all partner work, more accurate diagnosis of needs, SEND population increase Sandwell has the highest increase in pupil population in the primary and secondary sector. Changing needs and complexity of provision. Difficult decisions around ‘what is best for the child’ between all agencies. Sandwell continues to be more inclusive than most LAs in approach.

  13. Special School Capacity • The two new ASD special schools will increase capacity in Secondary and Primary sectors by 2021 and 2022 respectively. This will have a knock on effect in our existing special schools and also still leave a requirement for places across the system. How do we best address this? • Is the focus provision system working and, if so, what more do we need? • How do we ensure that children who are not suitable for mainstream schooling receive a special school placement quickly?

  14. PRU and AP • Is the PRU the right place (in the first instance) for an excluded student? • Do we make best use of our sites and buildings? • Rather than buying individual AP places do we need to buy a number of places , on the basis that its one in one out? • How do we ensure we are maximising capacity in mainstream schools? • What information sharing and work must be undertaken before considerations/decisions are made regarding AP and PRU placement?

  15. Financial Considerations • Two new special schools have the potential to cost up to £4m of high needs block funding. How do we balance the books if inadequate funding is forthcoming from the DfE? • Focus provisions are marginally cheaper than special schools to deliver (90% of SS costs). Should this be an area we are expanding? • The numbers of pupils in the system is constantly increasing but the finances are not keeping pace. We cannot overspend HNB funding as it affects future years so how do we balance the books going forward? (Reduce place costs, special school allocations, external placement reduction, top ups, transfer DSG to HNB, reduce AP budget)

  16. Transition 2019 About Me 100% of primary schools have now received the work, out of borough also had copies. Year 7 pupils this year were overwhelmingly positive about the work if they had/used it. Transition Fayre 47 schools currently have a slot booked, this is the highest number at this point ever! Coneygre Arts Centre 12th July 9-3pm. Secondary’s to confirm number of staff attending please. [IL2: PROTECT]

Apprenticeship Levy An illustration of roles we’ve supported: Teaching Level 6 – Degree Learning Support Assistant L2 and L3 Community Sports and Health Officer L3 Children and young people’s workforce L2 and L3 Management L3 to L7 Business Administration L2, L3 and L4 School Business Professionals L4 Accountancy L3 and L4 ICT Support L3 and L4 Facilities services L2 and L3 Horticulture L2 and L3 Learning Mentor L3 Learning and Skills Teacher L5 Assessor/Coach L4 Laboratory Technician L3 The Apprenticeship Levy has been in place for two years now and has provided fantastic opportunities and success stories for Sandwell schools. A number of schools have taken the opportunity to maximise the return of the Levy, accessing this for finances of learning and development of staff within the school as well as taking the opportunity to take on new apprentices to develop their workforce for the future.   18. We would like the chance to meet with you to discuss accessing the funding for these potential opportunities and your requirements. A point to consider is, that if the Levy does not get spent, the Government have put systems in place to recoup this and Sandwell could lose this return investment.
