  1. Retail Market Re-Testing Guidelines Retail Market Subcommittee January 9, 2002 ERCOT Met Center

Background • Dynegy requested approval to change service provider about two weeks into Flight 1001 testing, mid-October. • The Flight 1001 sub-team of TTPT reviewed the request and could not support the change due to the potential impact on Flight 1001. • The issue was brought to RMS for a formal vote during an emergency meeting on October 10, 2001 and it was approved. • Nancy Hetrick asked that formal guidelines be developed to give Market Participants direction on re-testing issues in the future.

  3. Re-Testing Workshop • A workshop was held on November 13, 2001 at the ERCOT Met Center to discuss concepts for inclusion in the guidelines. • The consensus of those in attendance was that the guidelines should; • be flexible • not introduce unnecessary obstacles that prevent Market Participants from making business decisions • be reviewed on a regular basis to incorporate needed changes

  4. Consolidation of Comments • Received a great deal of input during the workshop on various topics related to re-testing • A work-team was set up to consolidate input into a single document • George Behr, Lead • Pam Zdenek • David Odle • Mike Jarboe

  5. Initial Drafts • Initial draft (with workshop input and comments received after that session) was developed by the work-team and distributed to the RMS, TxSET and TTPT list servers on November 18, 2001 • Comments requested by November 28 were incorporated into the document and it was redistributed on December 5, 2001.

  6. Final Draft • Comments on the December 5, 2001 version were received, incorporated, and a final document was distributed on December 13, 2001. • Further comments were received on Dec 19 and incorporated. The revised final document was again distributed to all list servers on January 4, 2002.
