Many public Research Centres ( thematic or multi-thematic as CNRS) Laboratories of university are associated with research centres in «UMR» (Unité Mixte de Recherche/Join Research Unit) University participate to FP mainly through UMR Big research centres are easier to inform, advise and support than Universities, (they are more concentrated and they have their own European affairs unit) Some have their own representatives in Brussels (Clora) Mostly institutional funding to public institutions Few project funding, but a new « National Research Agency « ANR » is developing rapidly French Research and Innovation System

ANR (National Research Agency) • ANR was created in 2005 to increase the funding of research projects in France • Now the major agency for research funding in public and private sectors • R&D funding based on calls for proposals and peer review selection • Types of funding: Non thematic & thematic programmes • 1 billion € in 2008

  6. European AffairsOffice • Prepare and support the French position for research in the European institutions • Manage relations and concertation with other Member States • Support French actors for a good participation in FP and ERA

Cooperation • With the Commission and with the scientists • Programme Committee Representatives • Work Programme, Calls for proposals, general FP implementation • National Thematic Groups • in each domain where a P.C. exists • French representatives, NCP, Ministry representatives, public scientists, private companies, all stakeholders • quick information to the scientists’ community • prepare the French Positionwith all French stakeholders

Coordination • European Affairs Unit’s role • Between Representatives in Programme Committees • meetings, exchange of information and good practices, mutual support • Between National Contact Points • NCP Coordinator (Paul JAMET), frequent meetings, cooperation and exchange of good practices • Between Representatives in Programme Committees and National Contact Points • With the Scientific Institutions and European affairs units of research centres • frequent meetings, common analysis of issues of implementation of FP

National Thematic groups • In each domain of the FP, where a Programme Committee exists • A working group (or a Forum), with representatives of Ministries, scientific department of DGRI, research centers, universities, private companies, NCP, all actors concerns with FP in this domain,... • To discuss with the french research community and get its advise • To prepare the French position on WP • to give information coming from the Commission (in the Programme Committee) • A meeting before or after each Programme Committee meeting • 100 members of GTN « Environment »

DGRI : Scientific Departmentsin Bold the domains concern with FP7 « Environment » • A1Earth and universe sciences, geo-environment, aeronautics, transport and space (Jean-François Stéphan) • A2 Chemistry, engineering sciences, nuclear and high-energy physics, energy, sustainable development (Dominique Goutte) • A3 Mathematics, physics, nanos, practices, safety, information and communication science and technology (Sophie Cluet) • A4 Biotechnologies, resources, agronomics (Michèle Tixier-Boichard) • A5Health (Carine Giovannangeli) • A6Humanities and social sciences (Marc Ivaldi)

  14. Analysis of call results • Must be done to define a strategy for support • It is the responsability of representatives in programme Committees and NCP in their domain • Not so easy with the data given by the directorate of DG Research to programme committee members • In a second phase, with the central Acces database of proposals and participants given by the Commission, a global analysis is done, at the ministry level (with a consultant) • Support is then given to each domain for its analysis.
