Fall 2013 Reading Retake Schedule • Hospital/Homebound and Visually Impaired students extended testing window for paper-based accommodations: October 7-16, 2013. *Each FCAT 2.0 Reading Retake session may last no longer than half the length of a typical school day. Exception: SWD with extended time accommodation and ELL students Levels 1-4.

  3. Overview These training materials are designed to highlight important information regarding test administration policies and procedures. Not all information from the test administration manual is included in this presentation, so it is imperative that school staff read and familiarize themselves with all information in the manual in addition to using these training materials. What’s New FCAT Mathematics Retake • The FCAT Mathematics Retake was administered for the last time in Spring 2013. • Students who entered grade 9 in the 2009-2010 school year or earlier and who have not yet earned a passing score on the Grade 10 FCAT Mathematics test must earn a concordant score on the ACT or SAT to satisfy this requirement.

  6. What’s New Session Information • Students must complete Session 1 of the FCAT 2.0 Reading Retake before taking Session 2. • Any students who are absent for Session 1 may NOT take Session 2 of the test until they have completed Session 1. These students should still be tested in two sessions over two days.

Technology Coordinator Guide Information and instructions for technology coordinators to follow before, during, and after testing are now provided in a separate online Technology Coordinator Guide posted at www.FLAssessments.com/EOC. Technology coordinators must familiarize themselves with all information in this guide prior to the test administration. 7

  8. CBT Test Administrator Quick Reference Guide This guide lists possible error messages students may encounter, explanations for each message, and troubleshooting solutions. This guide (formerly Appendix D of the manual) is a helpful resource for test administrators during testing and is available at www.FLAssessment.com/AdditionalResources. 8

Glossary of Terms PearsonAccesswww.pearsonaccess.com/fl • A website used for almost all test preparation (e.g., PreID), setup, administration, and reporting tasks. • Requires a username and password. • Verify that you are working in the correct test administration each time you log in. • Links to support materials: www.FLAssessments.com/FallRetake. • PearsonAccess will timeout after 14 minutes of inactivity.

Glossary of Terms PearsonAccess Training Center • Accessed from the Training Center tab on the PearsonAccess Home page. • Provides an opportunity to • Practice PearsonAccess tasks. • Manage the Infrastructure Trial in preparation for testing. • Requires a username and password (different from operational site).

  11. Glossary of Terms TestNav 6.9 (TestNav) • Platform for Florida’s high-stakes computer-based statewide assessments. • Software application installed either on a file server or on each computer that will be used for testing.

Glossary of Terms TestHear 2.1.0.7 (TestHear) • Platform used to deliver accommodated forms (e.g., large print, zoom, color contrast, screen reader, assistive devices) for Florida’s high-stakes computer-based statewide assessments. • Software application installed on each computer that will be used to test students who require computer-based accommodations. • TestHear will operate on Windows PC workstations and on Macintosh workstations that have Mac OS X10.5 or later installed and are running Windows (e.g., via Boot Camp). • TestHear will not work on Mac OS X10.4 or on Macs that cannot also run Windows.

Glossary of Terms Proctor Caching • Proctor Caching is a process of loading test content locally on a computer at the school level. • Does not require a separate caching server and can run on any workstation on the network that meets minimum requirements. • Proctor Caching software is provided by Pearson. • Reduces test delays due to network congestion. • Provides students with a more seamless testing experience. • Requiredfor all FCAT 2.0/EOC computer-based testing in Florida. • Instructions for proctor caching are provided in the 2013-2014 Technology Coordinator Guide.

  14. Students to be Tested • Students who entered Grade 9 in the 2009-2010 school year or after and are pursuing a standard Florida high school diploma must earn a passing score on the Grade 10 FCAT 2.0 Reading test or obtain a concordant score on the ACT or SAT as one of the requirements for graduation. • The following students are eligible to participate in this administration: • Retained Grade 10 or Grades 11–Adult (AD) regular high school students who have not yet passed the Grade 10 FCAT 2.0 Reading test. • Students who enrolled in Grade 9 prior to the 2009–2010 school year but have not yet passed the Grade 10 FCAT Reading test. (Because the FCAT Reading Retake is no longer offered, these students will participate in the FCAT 2.0 Reading Retake.)

  15. Students to be Tested, (cont.) Students who have received a GED diploma are not eligible to participate in FCAT 2.0 administrations. Students enrolled in grade levels below Grade 10 MAY NOT participate in the Reading Retake. Important Note: Grade 11 – Adult students that have obtained a concordant ACT or SAT Reading score do not have to take the FCAT 2.0 Reading Retake test.

Students to be Tested Students with Disabilities (SWD) • Eligible students with disabilities participate in the Retake administration in one of the following with, or without accommodations, as documented on an IEP or 504 Plan. English Language Learners (ELLs) • Eligible ELLs are expected to participate in the Retake administration no matter how long these students have been receiving services.

  24. Test Security Per Test Security Statute, s. 1008.24, F.S., and Florida State Board Rule, 6A-10.042, FAC, inappropriate actions by school or district personnel can result in student or classroom invalidations, loss of teaching certification, and/or involvement of law enforcement. Examples of prohibited activities include the following: Reading or viewing the passages or test items before, during, or after testing Revealing the passages or test items Copying the passages or test items Explaining or reading passages or test items for students Changing or otherwise interfering with student responses to test items Copying or reading student responses Causing achievement of schools to be inaccurately measured or reported

  25. Reporting Testing Irregularities • All school staff are professionally responsible for ensuring appropriate test administration procedures and reporting any irregularities. • Security Breaches: Test administrators should report any test irregularities (e.g., disruptive students) and possible security breaches to the school assessment coordinator immediately. • Missing Materials: Schools must investigate ANY report of missing materials immediately. • Specified in Standards, Guidelines, and Procedures for Test Administration and Test Security • School Assessment Coordinator/Principal • Student Assessment and Educational Testing • Region Center and/or appropriate District Administrative Office • Appropriate investigative unit, if applicable Note: School personnel must be prepared to provide documentation and information in support of investigations of any testing irregularity.

  26. Electronic Devices • School personnel must ensure that students do not have access to their cell phones or other electronic devices at any time during testing, including breaks (restroom breaks, etc.), even if they do not use them. • “Possession” is defined as “within arm’s reach,” even if the electronic device is not visible. • Students should not have cell phones in their pockets, clipped to their belts, at their desks, or anywhere they can be easily accessed during testing or breaks. • If a student is found to be in possession of ANY electronic devices during testing or during a break, his or her test must be invalidated. • Students and parents/guardians must be made aware of this policy prior to testing.

  27. What’s New Testing Rules Acknowledgment • The last portion of the testing rules read to students now reads, “After the test, you may not discuss the test items with anyone. This includes any type of electronic communication, such as texting, emailing, or posting to blogs or websites like Facebook or Twitter. If you are found sharing information about test items, even without the intent to cheat, your test will be invalidated.” • Students and their parents/guardians should be made aware of this clarification to the testing rules prior to testing.

  28. Caveon Forensic Analyses • Caveon will analyze data to identify highly unusual test results for two primary groups: • Students with extremely similar test responses; and • Schools with improbable levels of similarity, gains and/or erasures. • Only the most extreme results are flagged and withheld • One in a trillion chance of the pattern occurring by chance

Test Administration Manual • The Fall 2013 Reading Retake Test Administration Manual will be used to read the test administration scripts to students. • When testing students with accommodations, you may need to modify the scripts. Review the scripts BEFORE testing begins to determine the necessary modifications. • The scripts and instructions for the administration of accommodated computer-based test forms (large print, color contrast, zoom, assistive devices) and paper-based accommodations are provided in Appendix A.

Session Roster • Test Administration • Session Name • Test to be Administered • Test Code (password) • Student Names • Student ID Numbers • Student Birth Dates • Class Information • Test Form/Form Group Type • Login IDs • Session Rosters may be used to record required administration information. • Session Rosters must be handled in a secure manner and returned to the school assessment coordinator immediately after each test session is completed. • School assessment coordinators will provide a Session Roster (CBT only), which includes the following information:

Required Administration Information Record the following required information on your Session Roster or Administration Record/Security Checklist: • Students assigned to the room • Attendance information • Accommodations provided to students • Accommodations used by students • Test group code • Unique security number of secure documents assigned to each student (paper-based accommodations only) • Signatures of test administrator and school assessment coordinator • Dates and times for when secure materials are received and returned

  33. What’s New Required Administration Information • The list of required administration information has been updated to include both the accommodations provided to students and the accommodations used by students during the test administration. • The blank Administration Record/Security Checklist has been updated to include fields for recording both accommodations provided and accommodations used.

Student Authorization Tickets • Each student needs a Login ID and a test code (password), which are printed on the Student Authorization Tickets. • Students will need a pen or pencil during testing to sign their tickets. • Each student will log in using the SAMEStudent Authorization Ticket for both test sessions. • Give each student a ticket only AFTER all students have entered the testing room, as instructed in the script, and all tickets must be collected BEFORE students leave the testing room. • Student Authorization Tickets must be handled in a secure manner and returned to the school assessment coordinator immediately after each day of testing is completed.

  35. Seating Chart • An accurate seating chart must be maintained for each testing room for each test session. Seating charts must record the following information: • The room name/number • Student names and their locations in the room during testing • The front and back of the room • Direction students are facing • Date • Session starting and stopping times • Test administrator name • Names of proctors (if applicable) • Test group code • Session name in PearsonAccess (CBT) • If the seating configuration changes during testing, a new seating chart must be created. • Remember to maintain seating charts for both test sessions.

  36. Test Group Code • A test group code is a unique four-digit number used as a security measure to identify groups of students tested together. • Each testing room must utilize a different test group code. • Students will enter the test group code before beginning the test, as indicated in the scripts. • The same test group code is used for Session 1 and 2. • If students are absent for a test session, a different unique code must be used for each make-up session. • The code must be recorded on the required administration information and on each seating chart.

Seal Code • A seal code is a unique four-digit number used to allow students to access Session 2 of the computer-based FCAT 2.0 Reading test after they have completed Session 1. • TestNav and TestHear require a seal code to proceed to Session 2 on Day 2. • Seal codes will be provided in PearsonAccess, and all students in a test session will use the same seal code. • Seal codes should not be given to students until Day 2 when the Session 2 administration script is read to students. • Students are not able to return to Session 1 once they have logged in to Session 2. Each student will log in using the same Student Authorization Ticket for both test sessions.

  42. Security Log A Security Log must be maintained for each testing room. Anyone who enters a room for the purpose of monitoring a test MUST sign the log for that testing room.

  43. CBT Worksheets • CBT Worksheets may be provided for students to make notes. A sufficient number of worksheets should be available for all students taking the computer-based test. • The worksheet is an 8½ × 11 page (located in Appendix D and posted to PearsonAccess) that may be copied and distributed as indicated in the administration script. • Students must be provided a new worksheet for Session 2. • Collect used worksheets after each session and return them to your school assessment coordinator. • Used worksheets are secure materials.

  44. Reading Passage Booklets • Reading Passage Booklets will be provided for eligible students taking computer-based Reading tests who have this accommodation identified in their IEPs or Section 504 plans. • The booklets contain reading passages but do not contain test items. Students will respond to test items on the computer. • Sessions 1 and 2 of the Reading Passage Booklets are sealed separately. Students should break the appropriate seal at the beginning of each session, according to the instructions in the administration script. • Reading Passage Booklets are secure materials. • Written documentation of the number ranges must be maintained at all times during distribution and return of books.

  46. Preparing for Testing

Communicate Testing Policies Electronic Devices Policy––If students are found with ANY electronic devices, including, but not limited to, cell phones and smartphones, during testing OR during breaks, their tests will be invalidated. The best practice would be for students to leave devices at home or in their lockers on testing days. Leaving Campus—If students leave campus before completing a test session (for lunch, an appointment, or illness, etc.), they WILL NOT be allowed to complete that session. If a student does not feel well on the day of testing, it may be best for the student to wait and be tested on a make-up day. Testing Rules Acknowledgment—Prior to testing, students will be asked to affirm a Testing Rules Acknowledgment that reads: “I understand the testing rules that were just read to me. If I do not follow these rules, my test score may be invalidated.” Discussing Test Content after Testing—The last portion of the testing rules read to students before they sign/check the acknowledgment reads, “After the test, you may not discuss the test items with anyone. This includes any type of electronic communication, such as texting, emailing, or posting to blogs or websites like Facebook or Twitter. If you are found sharing information about test items, even without the intent to cheat, your test will be invalidated.”

  48. Receive Test Materials/Maintain Test Security • Inventory the contents of the boxes within 24 hours of receipt and report missing materials immediately. • Keep materials secure at all times. • Maintain the Test Materials Chain of Custody Form at all times. • No more than three individuals may have access to the locked storage area. • Do not open shrink-wrapped materials or begin preparing them more than three daysprior to testing. • Save the original boxes for returning TO BE SCORED special document materials. • If you need additional materials, contact the Test Distribution Center at 305-995-3743.

  49. Create/Update School User Accounts • School user accounts are necessary to complete the CBT test activities. • Create or reset your password for each Pearson site (operational and training center). • Create school user accounts for test administrators in Pearson’s operational site (optional). • Two different school user accounts may be set up: • Individual accounts for each test administrator • Test administrator will set up unique password. • Generic accounts linked to the school assessment coordinator • The password will be the same for all test administrators. • These accounts can be randomly assigned. • Test administrators may monitor and resume students with a school user account. See back of Training Packet

  50. PreID File/Test Session/Student Verification • PreID file is based on student information as of August 30 • New students or changes to student demographics after August 30 will not be included in PearsonAccess. • All students testing on the computer that were captured in the PreID file will be in a class called FL CLASS • Test sessions were automatically created via the PreID upload. Test session is named: • Reading • Print the Session Roster and compare against school generated list to verify: • Student eligibility, and • Student Name and Florida ID number for accuracy
