CDC Security Workgroup • Held 18 meetings (Dec 2009-2010) • Members: CG-544, CG-522, CG-532, CG-541, CG-543, CG-552, CG-731, CG-0941, LANT/PACAREA, DHS Liaison, NMSAC, CTAC, Kirby, American Waterways Operators • Developed consensus recommendations for: • Key Maritime Areas • Standard CG Force Packages • CDC Vessel Tracking • Higher risk CDCs • Role of private security 4

Act, National Study shall include: • Waterside security risk assessment analysis (MSRAM) • Maritime stakeholder roles & responsibilities • Recommended measures to improve waterside security • Alternative sources of funding for security measures • National Study Report due 15 Oct 2011 5

CDC Definition • Certain dangerous cargo includes any of the following: • Division 1.1 or 1.2 (explosive) materials, as defined in 49 CFR 173.50. • Oxidizing materials or blasting agents for which a permit is required under 49 CFR 176.415. • Highway route controlled quantity radioactive material, as defined in 49 CFR 173.403(1), or Fissile Class III shipments of fissile radioactive material, as defined in 49 CFR 173.455(a)(3). • Each cargo under Table 1 of 46 CFR Part 153 when carried in bulk. • Any of the following when carried in bulk: Acetaldehyde, Ammonia (anhydrous), Butadiene ,Butane, Butene, Butylene Oxide, Chlorine, Ethane, Ethylene ,Ethylene Oxide, Methane, Methyl Acetylene (Propadiene Mixture, Stabilized), Methyl Bromide, Methyl Chloride, Phosphorous, Propane Propylene, Sulfur Dioxide, Vinyl Chloride 9
