  8. Project’s results • There is a need to inform civil society about PRTR; • To start this activity as soon as possible; • To provide round tables, conference, seminars for widely discussion on necessity of jointing Kazakhstan to PRTR

  9. In September 2007 was launched TACIS Project "Strengthening public participation and civil society support to implementation of Aarhus convention for Central Asia countries (CAC)”. In May 2008 the Kazakh NCC approved pilot projects in Kazakhstan.

One of the pilot projects is “Development of the national PRTR in Almaty city” Almaty was chosen as a pilot territory because it’s the biggest city in Kazakhstan and has severe problems with air pollutions. Taking in account that emission from transportation make up about 80% of air pollution in Almaty the activity of the project is focused on analysis of the existing legislative and institutional base for potential including in future in national PRTR in section “Non-point sources of pollution” a component “Emissions from transportation”

Main tasks of the pilot project: • Analysis of existing legislative and institutional bases for potential including in future in national PRTR in section “Non-point sources of pollution” a component “Emissions from transportation” • Analysis of statistical reporting system related to emissions from transportation • Analysis of the existing and approved guideline for estimating emissions from urban transportation • Comparative analysis of the guideline on estimating emissions from transportation that is used in Kazakhstan with international guidelines and approaches(UNITAR) • Work out recommendations on improving the existing guideline on estimation of emissions from urban automobile transportation.

  12. At the present time the project is in final stage. It’s planned to discuss at roundtable the following questions: • Recommendations on improving the existing guideline and submit them to the Ministry of Environmental protection of the Republic of Kazakhstan; • What agency (agencies) should make calculation of emissions from transportation and with what periods; • Where the data should be published; • Public access to results of calculations
