  1. An Exploratory Approach to Geographic Multimedia Data Management for Bond Forfeiture Program in West Virginia Yueming Wu, Ph.D., GISP Sarah Clapham West Virginia Department of Environmental Protection June 2008

  2. Topics • Purpose of Project • Introduction • Problem Statement • Solution • Conclusions & Discussion Promoting a Healthy Environment

  3. Purpose of Project Promoting a Healthy Environment

  4. Develop a solution for BFP to improve its efficiency and productivity managing geographic multimedia data Promoting a Healthy Environment

  5. Introduction Promoting a Healthy Environment

  6. What is geographic multimedia data? • Multimedia data containing geographic component or able to be linked to geographic features • Elements: digital photos, audios, & videos • Digital photos: taken by traditional digital cameras or GPS-cameras Promoting a Healthy Environment

  7. BFP • Bond Forfeiture Program: an office at WVDEP to clean up forfeited mine sites and treat water polluted by mining • Funded by forfeited bond collections, civil penalties, and the Special Reclamation Tax on mined coal • Three satellite offices statewide Promoting a Healthy Environment

  8. BFP utilizes geographic multimedia data to • Record historic data • Help manage treatment sites • Assist treatment project design • Track forfeited sites • Track water sampling sites • … Promoting a Healthy Environment

  9. Examples of usage: water monitoring The left digital photo shows impact of AMD from Sovern Run into Big Sandy Creek in Preston County, WV The right digital photo shows a BFP inspector conducting field analysis and taking a water sample Promoting a Healthy Environment

  10. Examples of usage: water treatment Hawksnest, WV Promoting a Healthy Environment

  11. Problem Statement Promoting a Healthy Environment

  12. Challenges • No central geographic multimedia data warehouse • Separate multimedia datasets • No data connection • No data sharing • No data integration: not dynamically linked to BFP Oracle database • No geographic linkage: not all geographically enabled • No user-friendly management applications Promoting a Healthy Environment

  13. What are the expectations for the solution? • A central geographic multimedia data warehouse • Easy-to-use management applications • A group of trained users • An integral part of BFP enterprise GIS (EGIS) Promoting a Healthy Environment

  14. Solution Promoting a Healthy Environment

  15. Solution Components • BFP geographic multimedia data warehouse • BFP Digital Media Uploader • BFP ArcMap toolbar • Part of BFP EGIS Promoting a Healthy Environment

  16. Geographic Multimedia Data Warehouse • Data saved in a file based storage system • Meta data saved in two Oracle tables • Saved by the BFP Digital Media Uploader Promoting a Healthy Environment

  17. BFP Digital Media Uploader • Help users review multimedia data or add comments • Assign primary keys to the data so they are geographically enabled and linked to the BFP Oracle database • Save the data and their meta data Promoting a Healthy Environment

  18. Click to browse multimedia data Button C: click to add or read comments Button E: click to view in an full extent Button H: click to view head info. Button L: click to show spatial location if available Click to upload multimedia data Promoting a Healthy Environment

  19. BFP ArcMap Toolbar VM tool allows users to View Multimedia data in the ArcGIS / ArcMap interface Promoting a Healthy Environment

  20. Promoting a Healthy Environment

  21. Typical Workflow • Acquire multimedia data • Use BFP Digital Media Uploader to save it to the BFP geographic multimedia data warehouse • Use VM tool to browse/view the data in ArcMap Promoting a Healthy Environment

  22. BFP EGIS • Existing IT infrastructure • Geospatial data warehouse • ArcSDE multiple user geo-database • BFP Oracle database • Geographic multimedia data warehouse • Geospatial applications • ArcGIS desktop ArcMap BF toolbar • ArcPad mobile GIS application • BFP Digital Media Uploader Promoting a Healthy Environment

  23. Conclusions & Discussion Promoting a Healthy Environment

  24. Conclusions and Discussion • Uniqueness • Significance • Future Work Promoting a Healthy Environment

  25. Uniqueness of Project • Cost-effectiveness • Easy-of-use application • Geographic multimedia data warehouse Promoting a Healthy Environment

  26. Significance of Project • Business wise • Improve productivity and efficiency managing geographic multimedia data • Research wise • Present an innovative way • Industry wise • Set up a template Promoting a Healthy Environment

  27. Future Work • Incorporate new technologies (e.g. web access) • Extend available functions • Integrate new spatial features Questions? Promoting a Healthy Environment
