MID FLORIDA P&DC • STAFFING AND SCHEDULING • Hours of operation • 09:00 to 01:00 CIOSS runs • after 01:00 CIOSS for T-1 DPS • 2 clerks for each machine • NS-day employees • relief positions • Mail processing and CFS clerks Trained • New Bids have been posted • 30 CFS (CIOSS relief) • 10 CIOSS (CFS relief)

  3. MID FLORIDA P&DC • Complement Impacts • 10 CIOSS operator Bid positions will be needed for PARS mail processing operations. • 2 per machine (4) per day • 2 tours (Tour-2 & Tour-3) • 2 relief bids (days off, call-ins, etc)

  4. MID FLORIDA P&DC • EAS Staffing Requirements • 1 Mail Processing supervisor on Tour-2 will need to cover CFS Manager position on Saturday and Sunday for CIOSS operations

MID FLORIDA P&DC • TRAINING • All CIOSS/PARS operations • Mail Processing and CFS employees will be trained on proper operation of CIOSS machine and PARS mail flows • Waste mail procedures • Current CFS waste mail procedure with CIOSS volume verification • CIOSS Downflows • SDO’s, MDO’s and In-Plant will receive training and assist craft training.

MID FLORIDA P&DC • PARS Train the Trainers • In-Plant Support will assist in training the trainers on the proper procedures in PARS Mailflows and Processing. • Each tour will have a minimum of two SDOs and one “lead” clerk who are trained by IPS. • Tour trainers will train all Automation Mail Processing Clerks on each tour. • PARS FAT operations Sept 15 - Nov 7

  7. MID FLORIDA P&DC • Job Safety Analysis (JSAs) • DBCS JSA used for unmodified machine areas • Feeding • Sweeping • Jam Removals • New JSA for Loading Labelstock on CIOSS • New CIOSS module’s mailpath, Pinchpoints, Belts & Jams

  8. 273/274/292 MID FLORIDA P&DC • RBCS / PARS IMAGE MANAGEMENT • All MP and CFS Supervisors and MDO’s • Review and refresher training in RBCS / PARS Image management • Similar flows and container identification as currently in place for RBCS operations. • Training Handouts for Image flows • Attachment-C Image projections • Contingency and SOP for PARS operations.

  10. MID FLORIDA P&DC • CIOSS FAILURE CONTIGENCY • CIOSS #1 FAILURE: • All Forwards to CIOSS #2. • Continue through Tour-1 window* • RTS volumes moved to MP operations, to be automated on ISSOCR with IJP endorsements* • Notify REC for Image flow adjustment

MID FLORIDA P&DC • PARS SYSTEM FAILURE CONTIGENCY • CIOSS Unavailable, LONG TERM FAILURE: • Forwards to CFS for FFT keying • RTS volumes can be automated on ISSOCR with IJP endorsements • No-Record volumes can be 5-D sorted on other MPE • Hold mail for 1 day until system is running, report as Delayed

MID FLORIDA P&DC • MAIL PREP • PLANT OPERATIONS • Plant will place trays of PARS mail, without disturbing integrity of separator cards, into rolling stock for subsequent processing. • Intercept mail from DBCS and ISS/OSS operations will be PARS placarded as appropriate and flow to CIOSS operation.

MID FLORIDA P&DC • MAIL PREP • Delivery Unit Operations • Delivery Units will place PARS mail into trays by Endorsement Reason for return with separator card at back of tray. • PARS delivery coordinator has instructed each D.U. on proper mail prep and containerization SOP. • Plant MHs will place trays of PARS mail from D.U. into rolling stock, placard, weigh-in and send to CIOSS staging area.

MID FLORIDA P&DC • SIGNAGE • Rigid-backed hanging signs developed for PARS machines #s and staging areas. • Installation of signage to be completed during FAT installation of CIOSS mod. • Signs for: • Staging areas (010/MP/CFS/CFPS) • Machine identification (MP/CFPS) • Next handling placards • Plastic container headers

MID FLORIDA P&DC • 3982 LABEL DISPATCH • 3982 Stickers printed in CFS will be dispatched in Teal CFS Pouches to Delivery Office, by SCF print groups. • Mail processing / expediter must check with CFS to insure SCF DOV clearance before truck departure. • CFS must adhere to predetermined DOV schedules for all offices. • Orlando offices dispatched 0125, 0215, 0330, 0435 and 0555 • 327 offices dispatched at 0500 (B/C) or @ 0700 (A) DPS HCRs

MID FLORIDA P&DC • SEPARATOR CARDS SOP • Verify RTS volumes have a separator card at back of each tray to identify endorsement messaging • Replace damaged cards with plant contingency cards, notify PM/Station Mgr. • Collect cards after CIOSS run and stage for subsequent SCF processing. • Run cards on SCF sort plan to separate into 5-digit zone • Send to Delivery Units, running with DPS

MID FLORIDA P&DC • Local Waste mail Procedures • An SOP has been developed for the flow of waste mail from CIOSS operations for waste verification. • NO MAIL will be “wasted” on the CIOSS. • Must be verified before disposal • Current waste mail procedures in place will take verified waste mail to the proper disposal point. • Waste bin Errors will be photo copied

  24. MID FLORIDA P&DC • DAMAGED MAIL SOP • SOP has been developed for both RTS and Forwarded mail damaged mail volumes, coming from the CIOSS machine operations

MID FLORIDA P&DC • DAMAGED MAIL SOP, cont. • SOP’s goal is to return all possible mail to automated mail stream. • RTS Damaged mail will be processed to retain reason for return and returned to automated mail stream if possible. • Non-Machinable sent to Hand Endorsement Unit and then to Manual RTS Cases • Forwarded mail will be processed and and placed back into the automated mail stream • Non-Machinable sent to CFS FFTs
