  1. International experiences and directions for Australia Road Safety Barriers Leith Morriss – Humes, Australia Thomas Schröck – Delta Bloc, Austria Australasian Road Safety Conference 2015 Queensland, 14.10.2015

  2. Concrete road safety barriers

  3. Focus of presentation • International reflections • Modern approaches to safety barrier design • European experiences • Delta Bloc & summary

  4. Where are the best results? Source: BITRE, 2014, Road Safety – Modelling a Global Phenomenon, Report 141, Canberra ACT.

  5. “BITRE’s analysis has confirmed…. …that roadside barriers, median barriers…are measures that reduce road trauma.”(Report 140, 2014)

  6. How are barriers different? The drive to this conference Germany, Austria & 28 other countries. * tested in accordance with EN1317 - comparable performance class in accordance with MASH standard

  7. Focus of International standards Similarities Break-through prevention Tests with minimum two vehicles Standardized test conditions MASH focused on: Structural Adequacy Occupant Risk Vehicle Trajectory EN 1317 focused on Containment Level Working Width Impact Severity (on passengers)

  8. MASH & EN 1317 are similar • Impact Energies of different test classifications of: • MASH (black) • EN1317 (red) • Other measures also relevant

  9. Focus of presentation • International reflections • Modern approaches to safety barrier design • European experiences • Delta Bloc & summary

  10. State of the art technology Modern safety barriers work like a chain • continuous element connection Designed and crash tested • to absorb impact energy & minimise occupant injuries

  11. Safety barriers are tested as a system Performance depends upon: Amount & location of steel Connection to next barrier Amount of concrete (mass) Barrier shape Ground - barrier connection Tested system performance should be the focus, ‘Shape’ should not be at the forefront, as it often is in Australia. An F-type shape with too much, or too little reinforcement, will have worse passenger outcomes than many other shapes. Delta Bloc have tested this. Passenger outcomes are diminished when parts of different systems are combined and performance is predicted, not tested. Australia is doing this. Delta Bloc will not.

  12. How are barriers different? * tested in accordance with EN1317 - comparable performance class in accordance with MASH standard

  13. Focus of presentation • International reflections • Modern approaches to safety barrier design • European experiences • Delta Bloc & summary

  15. Characteristicsand Performance

  16. Reduction of maintenance costs • 93 % of impacts are • Medium or • Light Withthe right assistance concrete can • handle these impacts • without repairs Source: Statistics Austria

  17. Robustness In over 60% of all impacts • except dirt • no damage

  18. Focus of presentation • International reflections • Modern approaches to safety barrier design • European experiences • Delta Bloc & summary

  19. Delta Bloc • Technology development company focussed on road safety barriers • Products used in over 30 countries – Germany the major market. • Over 150 crash tests to validate designs. • Over 30 traffic barrier products  fit-for-purpose system selection. • Cutting edge safety technology, over 30 patents. • Currently available to the Australian temporary barrier market, approvals for the permanent barrier market due 2016.

  20. Summary • MASH & EN1317 are good, similar safety barrier specifications, EN1317 focusses more on minimising injuries. • Safer barrier options are available overseas, and will be available in Australia shortly. • Safety barrier performance depends on many factors - mass, steel content, ground connection, end connections, shape. • The barrier system must be crash tested to ensure performance. • Europe has moved from heavy rigid systems in the late 90‘s, towards safer, lighter, energy absorbing systems.
