  1. SB 1024 (Perata and Torlakson) The Safe Facilities, Improved Mobility, Disaster Preparedness and Clean Air Bond Act of 2005

  2. Overview SB 1024 provides $10.3 billion for investment in California infrastructure.

  3. Improved Mobility • $2.3 billion for restoration of Proposition 42 revenues. • $1.5 billion for projects in the State Transportation Improvement Program.

  4. Improved Mobility • $2 billion for the Global Gateways Development Program to support infrastructure improvements along "Trade Corridors of National Significance" or other high-volume freight corridors. • $1 billion to further a high-speed rail system between Northern California, the Central Valley and Southern California.

  5. Improved Mobility • $425 million for local street and road repair to cities and counties that have done a good job meeting their housing needs. • $100 million for environmental enhancements and mitigation associated with transportation projects.

  6. Clean Air and Safe Facilities • $400 million for the Carl Moyer Memorial Air Quality Standards Attainment Program to reduce emissions from covered sources used primarily in the operations of ports. • $100 million as grants, for port, harbor, and ferry terminal security improvements.

  7. Supporting Infill Development • $275 million to support infrastructure necessary for the development of higher density housing and job centers within close proximity to a transit station. • $25 million to regional agencies for the development of regional growth plans. • $75 million to support local government efforts to update general plans and zoning codes for infill development in conformance with regional growth plans.

Supporting Infill Development • $200 million for environmental enhancements that are consistent with a regional growth plan. • $425 million as incentives to local governments who have conformed their general plans and zoning codes to the regional growth plans. Incentive funds may be used for any capital outlay purpose.

  9. Supporting Infill Development • $200 million for to support affordable rental housing developments that are consistent with regional growth plans. • $50 million to the Orphan Share Reimbursement Program to support the cleanup of brownfields designated for infill development within a regional growth plan.

  10. Improving Water Quality and Flood Control • $1 billion for the inspection, evaluation, improvement, and strengthening of Delta levees that protect Southern California’s water supply. • $200 million for flood control projects.

  11. Affordable Housing • Senator Perata has committed to add roughly $1.4 billion to the bond for programs to support affordable rental housing and homeownership opportunities, provide supportive housing for persons with disabilities, and to shelter the homeless.

  12. Back to Basics • SB 1024 invests $10.3 billion to get California moving again, ensure affordable workforce housing, protect our communities from flooding, clean our air, and ensure clean water supplies. • SB 1024 is an investment in California’s future.
