DeBrucing "Without raising taxes and to better fund public schools, higher education, and roads, bridges, and transit, within a balanced budget, may the state keep and spend all the revenue it annually collects after June 30, 2019, but is not currently allowed to keep and spend under Colorado law, with an annual independent audit to show how the retained revenues are spent?" Language for 2019 ballot title:

Sports Betting Licenses for sports betting would be issued to owners of casino licenses in Black Hawk, Central City, Cripple Creek Each owner of a license can operate one physical location and/or one internet outlet. Fiscal estimate: $9.7 m to $11.2 m Proceeds with be used to oversee the operations and support the Colorado Water Plan

Severance Tax (initiative) • Raises $1.1 billion in the first year and $560 m in the following years.  • Increase all rates by 5% • Eliminates the ad valorem credit • Reduces the stripper well exemption in half  • New money will be allocated .  22% DNR 22% DOLA 56% to new Severance Tax Stabilization Trust Fund for schools, DPHE, and a perpetual base account

Afterschool Activities Tax Credit6 Measures on Appeal to CO Supreme Court 100%, non refundable tax credit for contributions to a new nonprofit that funds afterschool/enhancement activities for low and moderate income students, age 3 and above Creates new nonprofit to accept contributions and establish parent directed funds for eligible kids Up to $300 m annually in credits (some less). Carry over provision 2019 eligibility is a “debruce” of appropriation to the administering agency or an increase in the nicotine tax

Credit offset language (4) FOR EACH INCOME TAX YEAR, FOR WHICH CREDITS ARE ALLOWED UNDER THIS SECTION, THE GENERAL ASSEMBLY SHALL REDUCE THE TOTAL AMOUNT OF OTHER CREDITS ALLOWED TO INDIVIDUALS, ESTATES, TRUSTS, AND CORPORATIONS AGAINST THE TAX IMPOSED BY THIS ARTICLE IN AN AMOUNT AT LEAST EQUAL TO THE CREDITS ALLOWED UNDER THIS SECTION. IN DOING SO, TI-ifi GENERAL ASSEMBLY SHALL PRIORITIZE THE PRESERVATION OF CREDITS AND EXEMPTIONS THAT BENEFIT VETERANS, PARKS, OPEN SPACE, EARLY CHILDHOOD EDUCATION PROGRAMS, LOW-INCOME COLORADO RESIDENTS, SENIORS, AND OTHER UNDERSERVED OR VULNERABLE COMMUNITIES. SUCH REDUCTION OF OTHER CREDITS SHALL BE MADE EFFECTIVE FOR THE EARLIEST PRACTICABLE INCOME TAX YEAR FOLLOWING THE INCOME TAX YEAR FOR WHICH CREDITS FOR CONTRIBUTIONS ARE ALLOWED UNDER THIS SECTION.

  11. 2019 Election eligibility language • (6) BY THEIR VOTE AT THE STATEWIDE ELECTION IN NOVEMBER 2019, THE VOTERS AUTHORIZE THE STATE TO RETAIN AND SPEND STATE REVENUES IN EXCESS OF ANY LIMITATIONS UPON STATE FISCAL YEAR SPENDING IN SECTION 20 OF ARTICLE X OF THE STATE CONSTITUTION OR ANY OTHER LAW IN AN AMOUNT EQUIVALENT TO ANY APPROPRIATION TO THE AGENCY FOR THE 2020-21 STATE FISCAL YEAR AND EACH FISCAL YEAR THEREAFTER
