  2. Introduction • The Free State Province, like all others, is at risk from a wide range of natural, technological and environmental hazards that can lead to disasters.

  3. PREVALENT DISASTERS IN THE FREE STATE PROVINCE • Floods • Veldfires • Windstorms • Snow • Drought • Major Accidents • Transportation of Dangerous Goods (HAZMAT)

  4. Predisposing factors contributing to community and infrastructure vulnerability in the Province • Poverty • Informal Settlements • Poor Land Use Practices • Lack of Information • Ill-conceived Development Projects

  5. The Province’s Most Frequent Disasters • Floods • Windstorms • Fires • Drought • Snow

  6. Provincial Disaster Management Centre • The Province has established the Centre. (Section 29) • The first phase (Admin Section) of the Centre is fully functional. • The Head of the Centre was appointed. [Section 31 (1)] • Provincial Disaster Management Advisory Forum established and fully functional. [Section 37 (1)] • Provincial Disaster Management plan in place. • Contingency plans specifying roles and responsibilities of stakeholders developed. [Section 39(1)

  13. Challenges • Budget • Appointment of DM personnel • Establishment of centres at district levels • Local municipalities perceive DM as district competency.

  14. RECOMMENDATIONS It is recommended that: • District and local municipalities budget for disaster management; • District and municipalities implement DM Act No. 57 of 2002; • Establishment of centre; • Establishment of forums; • Development of DM plans; and • Development of contingency plans
