The context Air quality and lorry emissions • Road transport remains an important cause of air pollution in Europe • It is : • the largest contributer to NOX emissions ; • the second largest for PM • To meet the ambition level of the Thematic Strategy on Air Pollution, further reductions on both pollutants are needed

NGO’s comments • Timing • Entry into force in two steps ( April 2013 and October 2014 ) • Fleet renewal delay ... • TOO LATE ( not in phase with air quality legislation ) • We ask for entry into force in January 2012 • Particle number count • CE will introduce particulate number standard and, if needed, NO2 limit ( within NOX ) • GOOD THING ( smallest particulates most damaging for health ) • BUT why wait till the end of PMP ?
