  3. This Guide is to judge the suitability of siting conditions in association with a possible accident in a safety review conducted prior to the establishment of a nuclear reactor. The reactor shall meet the following siting conditions to ensure public safety in preparation for a possible accident: (1)There was no event that induced a large-scale accident in the past, nor is such an event likely to occur inthe future. In addition, events that escalate into disasters are rare. (2) The reactor is sufficiently away from the public in relation to the safety protective facility. (3) The reactor site, including its vicinity, is in an environment where appropriate measures can be taken for the public as necessary. ○ Review Guide for Nuclear Reactor Siting 3 3

  4. This Guide is formulated to set forth the bases to determine the adequacy of the design from the viewpoint of ensuring safety of a nuclear reactor facility. This Guide sets forth fundamental principles for the safety design to be confirmed in the safety review concerning the application for a light water nuclear power reactor establishment permit based on the experiences on light water reactors to date and the latest technical knowledge. However, even if part of the safety design fails to comply with the requirements of this Guide, the deviation is not necessarily ruled out insofar as the design incorporates technological improvement, advancement, etc. and it is judged that the safety can be ensured equal to or exceeding the safety given by meeting this Guide. ○ Review Guide for Safety Design 4 4

  5. This Guide sets forth the bases in determining the adequacy of the safety evaluation for a nuclear reactor facility. The evaluation on fundamental principles of safety design for a nuclear reactor facility (hereinafter referred to as “safety design evaluation”) is considered to be adequate if they meet the requirements of this Guide. Also, the evaluation on the distance of the reactor from the public in the vicinity as a nuclear reactor siting condition (hereinafter referred to as “siting evaluation) is considered to be adequate. ○ Safety Evaluation Guide 5 5

In this Guide, a dose objective for the public in the vicinity of a light water nuclear power reactor facility (hereinafter referred to as “dose objective”) is set to an annual effective dose of 50 microSV as a non-binding target to keep the dose low received by the public in the vicinity when radioactive material is released to the environment from the reactor during its normal operation. The dose objective set here does not take the place of regulation limits for a dose limit outside the environmental monitoring area and a concentration limit of radioactive material outside the environmental monitoring area, but is a non-binding target to keep the dose low received by the public in the vicinity based on the principle of so-called “as low as reasonably achievable.” ○ Guide on Dose Objective 6 6

This Guide aims at defining the relative importance of various functions necessary to ensure safety of a light water nuclear power reactor facility (hereinafter referred to as “safety functions”) from the viewpoint of safety, thereby setting the bases to impose adequate requirements on the design of structures, systems and components to perform those functions. This Guide gives reference criteria on the importance of safety functions for concrete application of each guideline stipulated in the Review Guide for Safety Design. ○ Importance Classification Guide 7 7

This Guide aims at setting bases to judge the adequacy of the seismic design policy from the viewpoint of ensuring seismic safety in the safety review concerning the application for a light water nuclear power reactor establishment permit. This Guide is applied to a light water nuclear power reactor, but even if part of the application for an establishment permit fails to comply with the requirements of this Guide, the deviation is not necessarily ruled out insofar as it is judged that seismic safety equal to or exceeding the seismic safety when the requirements of this Guide are met can be ensured. A facility important in terms of seismic design shall be so designed that its safety functions are not undermined by a seismic force due to the ground motion for which it is appropriate to assume that it is very rare, but can occur during an in-service period of the facility, and may have a significant effect on the facility. ○ Review Guide for Seismic Design 8 8
