STATISTICAL REGISTER OF ROSSTAT - THE SOURCE OF DATA ON BUSINESS UNITS • Information of the Statistical Register provided to users: - Data on identification of business units by codes of the all-Russian classifications, established by state statistics (for all categories of users); - Lists of establishments subject to the federal statistical observation (to departments carrying out federal statistical observations); - Data on establishments (or total set) by individual inquiries (without providing personal information, such as average number of employees, turnover, income); - Data on attribution of establishments to the small or medium-size entrepreneurship (to the public authorities). • Information system for usersis the information resource developed on the basis of the Statistical Register of Rosstat, intended as directory service for federal authorities, state non-budgetary funds, Bank of Russia regarding data on legal entities and individual entrepreneurs who completed state registration and are subjects of the federal statistical observation.

MAIN CHARACTERISTICS OF THE INFORMATION SYSTEM FOR USERS • It contains data of the state registration of legal entities and individual entrepreneurs, their classification codes (form of ownership, type of business, kind of principal activity, location, departmental subordination, other kinds of activity), special characteristics (enterprise type (medium-, small-, micro-enterprise or other), a code of actual kind of principal activity; • The uniform system of classification of business units is used, i.e. the all-Russian Classifications of technical & economic and social information which are national standards; • Set of characteristics allows to select totality of requested categories of the establishments for the observation by various methods; • It is a resource at federal level and is placed on the web-site of Rosstat’s computing centre; • It has several levels of access for different user-categories: full access to the information system is reserved to experts of Rosstat and its territorial bodies, while federal public authorities, non-budgetary funds of the Russian Federation, Bank of Russia have access to part of open data; • The system includes data on 4,8 million establishments and 3,8 million individual entrepreneurs; • The system is updated quarterly; • Protection against unapproved access is provided.

USE OF THE INFORMATION SYSTEM By the regional offices of Rosstat: • Adjustment of the data on territorially-detached structural units belonging to entities of the Russian Federation different from their legal entity; • There is an access to registry of the business units across the Russian Federation. By the public authorities and Bank of Russia: • Generation of lists of the objects of statistical observation; • Accessing information on identification of business units according to the all-Russian Classifications for generating departmental information resources and systems; • Accessing information on actual kind of principal activity of the commercial organizations; • Accessing quantitative tables about the organizations in various breakdowns.

POSITIVE RESULTS OF USING THE INFORMATION SYSTEM • For maintaining Statistical Register at a regional level the territorial bodies of Rosstat may promptly rectify data on the objects of statistical observation belonging to different entities of the Russian Federation; • Ministries and departments, Bank of Russia do not have to demand documents on the codes attributed to the establishments and individual entrepreneurs according to the all-Russian Classifications which earlier was necessary for generating departmental information resources and systems. Thus, respondent burden decreases; • Identification of business units established by state statistics according to the all-Russian classifications, provides unity and comparability of description of establishments in various state information sources; • Ministries and departments carrying out departmental statistical observations, may generate lists of organizations with necessary classification features; • Possibility to generate quantitative tables about establishments in various breakdowns (by entities of the Russian Federation, forms of ownership, legal & organisational forms, etc.) in Microsoft Excel or Microsoft Word format. 

  7. MAIN EMEREGING ISSUES OF PROVIDING INFORMATION FROM THE STATISTICAL REGISTER AND THEIR SOLUTION • Issues: - Not up-to-date/irrelevant data about some objects of observation in the Statistical Register; - Presence of the “false active” units. • Solutions: - Improvement of quality of the Statistical Register (removal of “dead souls”, provision of up-to-date characteristics of the size of units); - Methodology improvements for the account and identification of business units; - Widening set of variables of the organizations included into a system; - Broader use of administrative sources; - Increasing number of users of the information from the Statistical Register.

  8. Perspectives of the development of information system for the users, created on the basis of the Statistical register • Inclusion of variables describing the unit, information on its belonging to an enterprise group indicating its status (position of unit in enterprise group); • Creating state integrated statistical resource on the federal level by combining statistical data of Rosstat and other federal authorities, and using the information system created on the basis of the Statistical Register; • Creating in territorial bodies of Rosstat the similar information systems on the basis of the Statistical Register and providing access to the institutional consumers of statistical information in entities of the Russian Federation, first of all to the regional authorities.
