  2. Last version presented to the Academic Senate The Senate was very unhappy with this proposal on how the University would generate policies. At the top was a filtering committee that was to decide if this was an administrative procedure or something that affected academic policy. This committee could block faculty access to the Academic Senate on issues that were of concern to the faculty. It also would institute complicated procedures that would slow redress of problems. However, near the bottom there was a box about final consultations and communication to the university community.

  3. Proposal • Do away with the organization chart • The president has the right to organize his administration however he sees fit. • Academic Senate procedures are fixed by the Constitution and Bylaws. • Anything that would impact academic policy is sent as a referral to the Senate. Both faculty and administrators are allowed to do this. • The administration would draft and refine procedure proposals.

  4. Consultations • The Senate and the Administration would consult the obvious stake holders in formulating their drafts. • Prior to final approval and implementation, the full content of proposed or revised policies must be posted to the Policy Forum. • A list similar to our Reports Status list must be sent to the Executive Committee.

  5. Collegial Governance • Should the Executive Committee notice a proposed procedure that impacts academic policy significantly, implementation is delayed until the Senate has time to consider the policy implications. • If a academic policy recommendation has significant procedure implication the President either alters of rejects such recommendations.

  6. In Case • Should there be a legal decision or change in State or Federal law that requires an immediate change in procedure, the President has always had the authority to do this. • Should a faculty member experience a negative academic impact from a policy or procedure despite the screening process they would submit a referral to the Executive Committee as they currently do.
