Portfolio of existing community projects Demonstration projects (model building – capacity building – awareness raising) BD: • Conservation and sustainable use of biodiversity resources of forest ecosystem (NTFPs) and agro biodiversity • Documenting TK • Capacity building projects on marketing biodiversity products and documenting TK • CC • Energy efficiency and capacity building on CC issues • LD&D: • SLM (agro forestry, rangeland management, water harvesting) • International waters • Coastal pollution • POPs • Testing technologies in treating POPs pesticides stockpiles and after-used containers

Opportunities for building resilience to CC in GEB • Thematic focus • Community-based disaster management (flooding, droughts and landslides) • Awareness raising and capacity building for local stakeholders on CC adaptation • Integrated coastal zone management (sustainable use of water, land and biodiversity resources, sea level rise issues, disaster management) • Conservation and sustainable use of biodiversity resources of semi arid ecosystem (drought mitigation) • Addressing sea level rise in the Mekong region and coastal areas • KM and policy link (MARD, UNFCCC focal point agency)

Opportunities for building resilience to CC in GEB Geographic focus • The Central Coast and the Mekong region • Potential grantees • Project VN/05/009: • SGP working relationship with the project grantee (good technical source on CC) • Local stakeholders in the project areas (three provinces) have enhanced capacity on CC and are committed to CC work and have developed project concepts on CC. • SGP having strong relationship with local authorities and stakeholders in the Central Coast

Opportunities for cash co-financing • Cash co-financing • Local programmes/projects on agro forestry extension and poverty reduction • National programmes/projects implemented at the local levels • UNCCD, UNFCCC and VUSTA (NGO umbrella organization in Viet Nam) for capacity building activities • UNDP Viet Nam project on CC adaptation (concept stage) • NGOs (Oxfam, Red Cross) for disaster projects

  7. NSC Modification and Country Programme Development • NSC • Existing NSC members having expertise on forestry, agro biodiversity, CC (meteorological services), energy, land, and environmental policy • New term of NSC (2007 – 2009): having 2 more experts on water and coastal and marine

  8. Strategies and Support for Project Development • Key challenges in CBA implementation • lack of national and local framework for CC adaptation work • limited knowledge and capacity building of local stakeholders on CC issues • limited human resource of SGP to manage additional work from CBA

Strategies and Support for Project Development • Things to do • Develop a strategy for CBA implementation (strategic thematic and geographic focus) and eligibility criteria for project selection. Distributing information to SGP stakeholders • Initiate a call for project concepts on newspapers and other channels • Organize training workshops for local stakeholders, giving priority to potential grantees in the geographical priority areas, on identification of project issues and project design and proposal writing • Capacity training for NSC members and collaborators on CBA to assist project proponents

Conclusion • CC adaptation • a critical issue in Viet Nam, attracting special attention from national and local governments • strategic issues in Government environmental programmes (2nd communications report on CC to UNFCCC) and GEF Viet Nam Action Plan for GEF 4 • CBA provides opportunities to addressing the critical issue of CC adaptation and thus meeting the expectations of national and local governments and communities (not many projects yet to address CC adaptation issues at the local and national levels)
