  2. Center for Strategic Research, 2004 CENTER FOR STRATEGICRESEARCH Brief history ► The center was set up by the leading Russian scientific institutions upon request of the government in 1999with the aim of working out the long-term development strategy for the country ► In 2000 the strategy was completed – all leading specialists of the CSR joined the government in order to practically implement it ► In 2003 the CSR boosted its activities: the Center became a platform and an expert think-tank for the development of “national projects”: education and healthcare reforms, creation of a market of affordable housing, reform of social benefits system for the military. The main criterion for the CSR’s work is “a key-in-the door” approach to all its projects which starts from a concept of a reform and goes all the way down to working out wording for a specific draft law and its further tracking by the experts in the government and the Parliament ► At the moment the CSR project portfolio is more extensive and in addition to the above ones includes such projects as financial markets, antitrust policy, eradication of poverty, migration policy, subsoil use reform and a number of others. These projects are being developed both upon request of the government and on the center's own initiative
