Domestic resources – territorial allocation • Defined by the annual state budget: • The amount of decentralised subsidies, • The regional breakdown of decentralised resources: • Breakdown by complex indicator (GDP, population, number of municipalities) • Tasks, competencies, responsibilities (regional development councils)

Regulation • The Government regulates by decree: • The detailed rules of absorption: • Objectives of subsidies, amounts, ratios; • Rules of procedures, deadlines; • Eligible costs. • The involvement of institutions: • Regional development councils, regional development agencies, Treasury; • Detailed tasks and responsibilities.
