This study analyzes the gaps and weaknesses in information systems during the process of developing health systems profiles. It highlights that the process has often been treated as another report rather than an analytical tool. The study also reveals that the process and final document have been kept secret. While there is consensus that the development of health systems profiles could potentially influence governance, this has not been the case so far, except in Dominica. Additionally, the study suggests that policies focused on the poor, state modernization, and poverty alleviation reforms have not been driven by external forces but by deliberate policies tailored to country needs. Recommendations for maintaining the Human Development Index, specifying school drop-out rates, and seeking proxy indicators for child labor, prevalence of depression, and domestic violence are also provided.
