Asian Parliamentary Debate • Debate conducted between SIX people (Consist of 3 people in each team) • 1st Speaker, 2nd Speaker, 3rd speaker & Reply Speaker (either from the 1st of 2nd speaker) • 30 minutes of Case Building is given before the round starts • Each Key speakers will get 7 minutes to deliver their speech with 4 minutes given to the Reply Speaker. • Motions consist of Prepared & Imprompto motions • The debate competition structure: • Preliminary round (Consist of 3 consecutive rounds) • Quarter-Finals • Semi-Finals • Finals

  8. 1) Set the debate! 1st Government General background of what’s being debated Stances Goals Representation, nature of the representative Definition, setting, limitation 2) Identify the problem! What is currently the problem? Why is the status- Quo not enough? Proposal/ Mechanism (Why our proposal will fix things and how) 3) Make 1 or 2 arguments! • Provides the set-up of the Debate • The PM must commence the debate by stating the motion put before the house and clearly introducing the proposition interpretation. • Definition and context • Parameters • He/she must then define the key words in the given motion as interpreted by the team. • He/she must put forth a logical link which clearly connects the motion and the proposed definition or the case statement. • Problem (or at least the value to be appraised) • He/she must then give the team split, highlighting his/her main arguments and the main arguments of the Deputy Prime Minister. • Since the PM has no rebuttals, he/she would put forth the constructive points. • He/she may also put forth a model. The model must be put forth in the PM’s speech only. Include policy and mechanisms.

  9. 1st Opposition 1) Criticize the Government’s opening speech: Their proposal Their position/ stance Mechanism (Convince the judges otherwise, and how your proposal is better) → Either stick to the status-quo or admit that there needs to be changes. 2) Rebuttals on 1st gov’s arguments! Make sure to sign post (mention how many points of rebuttals) 3) Make 1 or 2 arguments! • Rebuts the previous speech – errors of fact, faulty premise, inconsistencies, irrelevance • The LO may reiterate the motion and the case statement as put forth by the PM. • He/she must then clearly state if he/she accepts or rejects the definition put forth by the proposition. • He/she must provide a point clash, negation, or maintain status quo. • He/she must then give the team split • He/she must then go on to rebut certain arguments made by the PM. • He/she must then proceed with his/her constructive matter and argumentation based on their clash. • The LO may also provide an alternative model (if any).

  10. 2nd Gov & Opp 1) Rebut! If there were misunderstandings by the opposition, clarify! 2) Make 1 to 3 arguments as an extension of your first speaker! Avoid being repetitive by analyzing and presenting your case from a different angle • Provides rebuttals • Rebuilds the case of government/opposition • Uses the premise of the first speaker while at the same time providing a distinct argument • Avoiding a rehash or repackaged case or argument • And if possible a deeper insight into the debate (progression)

  11. 3rd Gov & Opp 1) Pay close attention to the dynamics of the debate! Overall arguments Overall rebuttals Clashes Compare both teams and their goals 2) No new arguments are allowed to be presented! • The whip gives some rebuttals and provides a summary of the issues which transpired in the debate and provide a thematic discussion of each issue while advancing the case of the team. However, the whip may not bring in any new matter, a new constructive argument or a new line of thought. • The whip provides a thematic approach on their analysis primarily emphasizing the merits of the closing team. • An issue refers to a group of clumped arguments referring to an overall topic • Example: the need to recognize the civic conscience, church dogma, and liberal modern ideals could all be banned under the issue of morality. • An issue could also be about contrasting ideologies • Example: morals vs. liberal ideals

  12. Reply speech 1) Briefly summarize the debate and compare both teams! Compare & show why your team’s proposal fits best. 2) Mention the points that your team was able to tackle! More often than not, reply speakers would just simply talk about how he/she felt the debate went through and why should the adjudicator give the win to their side (biased adjudication). Reply speech has no bearing to the adjudicator's decision but will affect the TOTAL TEAM SCORE. To put it simply, a reply speaker would say, “Adjudicators, make my team win please.”

  13. 2. Adjudication Requirements Point of assessment 1) Matter (40%)- The logic and relevance of your arguments. 2) Manner (40%)- The style with which you present yourself. 3) Method (20%)- The structure and clarity of your speech.

Match-up System Teams will be ranked by: • Victory points (VP) • Team score (cumulative score of individual speakers) • Margin score (score disparity between your team and opponent) 1st Preliminary round Match-up will be random 2nd & 3rd Preliminary round Match-up will be determined by a break and slide system Top Eight will move on to the elimination rounds, Match-up will use the Power Matching System (1st ranked will compete against 8th ranked, and so on) A silent round will take place on the 3rd Preliminary round and the following elimination rounds (verbal adjudication will take place in the debaters Hall)

  16. Prepared motion In the fight against Global Warming, THBT making politicians abide to certain environmental requirements (eg. environmental protection policies) before they can hold office is a vital step in eradicating ignorance in politics towards environmental issues.
