  2. The Footprint Project • WWF UK Footprint Project Purpose • By 2012, to stop the UK ecological footprint from increasing • By 2006, to have governments and devolved administrations across the UK adopting strategies to reduce their impact • NLP Project Goals • Measure NL footprint • Develop a software tool to inform policy • Develop a reduction strategy and projects • Test EF as an indicator sustainable development

  3. Progress to Date • North Lanarkshire’s Footprint measured • Policy Analysis completed • Identified policies that fit within the context of the project • Identified policies being updated within the project cycle • Footprint Reduction • Scenario themes suggested - out for consultation and approval • Next step - develop a reduction strategy and actions based on scenario analysis

  4. How is NL using the Footprint? • Benchmarking • Performance management tool • Scenario development • Informing policy

  5. Footprint Reduction Plan • Purpose • To improve quality of life and reduce poverty without increasing North Lanarkshire’s footprint • Goal • To prioritise actions with most potential for reducing the footprint • Outcomes • Recommended policy changes based on scenario analysis • Action plan for footprint reduction • Recommend reduction projects based on scenario analysis (WWF funding available) • Identify potential savings (monetary and emissions)

  6. Footprint Scenarios Foresighting Where is society going? Backcasting Where do we want to go? and How do we get there? Where do we want not to go? and How do we avoid getting there?

  7. Footprint Scenarios • Qualitative description: • Cultural influences, values, behaviors • Shocks, discontinuities • Texture, richness, imagination, insight • Quantitative analysis: • Definiteness, explicitness, detail • Consistency • Technical rigor, scientific accuracy

  8. Theme Justifications • Footprint reduction potential • Policies and projects being updated within project cycle • Link with Strategic Environmental Assessment (SEA) • Links to Best Value work • Opportunity to reconcile environmental impact and cost

  9. Reducing Our Footprint • Transport: Walking and Cycling Strategy • Target to achieve a 10% increase in journeys to school or • work on foot or bicycle by 2011 • Scenario Options: How do we get there? • Congestion charge • Behavioural change campaign • Improved cycle paths and walkways • Potential to reduce NL transport footprint by 4% Transport

  10. Reducing Our Footprint • Energy and Housing Stock • Target to reduce nominal energy use by 11% by 2011 • Scenario Options: How do we get there? Energy efficiency systems Renewable energy sources Behavioural changes campaign Potential to reduce NL energy footprint by up to 29% Energy Energy

  11. Reducing Our Footprint • Waste Strategy • Target to reduce waste sent to landfill by 25% • Scenario Options: How do we get there? Community Composting More bins Create a market for recycled products Incineration Composting and recycling all waste that can be, can reduce waste waste footprint by 40% Waste Waste

  12. Future Project Directions • Continue testing ecological footprint as a policy making tool through scenario development • Scenarios to be completed by Spring 2006 • Work to integrate footprinting in the community and corporate plans • Scenario software completed and council officers trained
