Introduction Diagnosing Performance Issues
Workshop Goals Identify key performance issues usingdata analysis. Diagnosing possible causes ofperformance shortfalls Develop action plans to improveperformance outcomes Success at Common Measures + =
The Six Diagnostic Steps • Review data/ reports • Generate questions based on data review • Develop a list of performance issues • “Fishbone diagram” possible contributing factors to each issue. • Categorize and prioritize contributing factors. • Develop action plans around key contributing factors.
Activity: Step 1-3 Data Analysis and its Limitations
Step 4: Identify Contributing Factors Contributing Factors: Those things that could significantly contribute to a performance issue. Analysis: Which factors most correlate with our success or failure? Which can we most control?

Step 5: Categorize 1) Documentation Factors: Recording degrees and certificates 2) Participant Factors: Employment and education histories 3) Program Service Factors: Service flow and quality 4) Environmental Factors: Local unemployment conditions
Documentation Factors Failure to seek, obtain or record required information EXAMPLES: • Recording employment status at registration • Failure to record supplemental data • Failure to record “in secondary school at exit” • Failure to document credentials
Participant Factors Characteristics of participants entering the program EXAMPLES: • Pre-registration wage • Low educational level • Family care responsibilities • UI status
Program Service Factors Nature and extent of services provided participants EXAMPLES – General Factors: • Program completion • Days in program • Use of retention services
Program Service Factors Nature and extent of services provided participants EXAMPLES – Measure-Specific Factors: • Participants in training (OY, Adult/Dislocated) • Hours of work at placement • Earnings at placement
Environmental Factors State and local economic conditions EXAMPLES: • Unemployment rate • Nature of layoffs (pre-wage of dislocated workers in area • Seasonal employment
Activity: Step 6 Developing an Action Plan
