  1. Evaluation of candidate procedures- Status & Reporting - RDE-LDV working group 28 June 2012, Brussels, EU Martin Weiss Pierre Bonnel DG - Joint Research Centre (JRC) IET - Institute for Energy and Transport

  2. Evaluation matrix Objectives of the evaluation matrix: • To provide a synthetic view of criteria which were used to assess the technical feasibility and potential strengths and weaknesses of the tow candidate procedures • To provide stakeholders with know-how about the procedures and to therefore to support objective decision making • Not to provide any ranking system establishing priority criteria and/or weighing

  3. Evaluation matrix Main principles for establishing the evaluation: • Whenever possible, ‘supporting evidence’ was provided (e.g. test results, drivability) • Otherwise, the evaluation was made based on the best available knowledge • Stakeholders’ input is reflected in the unconsolidated and consolidated evaluation matrix • Consolidated matrix tentatively reflects the consensus.

  4. Evaluation matrix Current status: • Final stakeholders input received and discussed during the previous RDE meeting • Consolidated matrix to be integrated in the Phase 1 report (Possibly opening the door for last comments / remarks)

  5. Evaluation matrix – recent changes • Splitting the first criterion into two criteria • Preventing detection and by-passing of emissions test by the engine control unit • Preventing a too narrow calibration of vehicle technologies • Adding a footnote on the importance of reproducibility and repeatability for manufacturers • Adding a footnote on initial costs of implementation for manufacturers and technical services • Mentioning the relevance of traffic conditions for the “Certainty of the certification schedule” • Mentioning the uncertainty of GPS data in the “Accuracy of the analytical equipment” • RC: medium evaluation regarding “Influence of measurement procedure/equipment on results” • RC and PEMS: medium evaluation regarding “Coverage of ambient conditions”

  6. Evaluation matrix – recent changes • Changes proposed by 1 stakeholder (27 June) • Changes marked red in the recent evaluation matrix (28 June) and – due to late submission - subject to discussion and potential revision

  7. Technical Report RDE-LDV Phase 1 Contents 1. Introduction and mandate 2. Objectives of the RDE-LDV working group 3. Background • Legal mandate • Overview on-road emissions of light-duty vehicles 4. Milestones of the RDE-LDV working group • Organization of the work, reference to the work plan • Milestones until June 2012

  8. Technical Report: RDE-LDV Phase 1 Contents ... 5. Evaluation of candidate procedures • Consolidated evaluation matrix • Objective results supporting the evaluation (description of the random cycle generator; assessment of drivability; back-to-back testing of random cycle and PEMS • Evaluation matrix 6. Discussion • Uncertainty for some criteria; lessons learned; open issues 7. Conclusions and recommendations
