  13. New for 2017 • *If an “Annual Default” occurs, all teams move up a position in the cup (and all cups below the affected cup). Therefore, there will be no challenge round for the cups below and only the last place team in each cup would possibly be challenged in the Super Jump round. • *Teams have the option to defend their position in Challenge and Super Jump rounds. If they do not want to defend, they will automatically move down. It WILL NOT count as a team default as long as they notify the Golf Office by 5pm Tuesday, (last day of matches…) • Report scores by 3:00pm the day of the match (home team captain only).

  14. Example of New Rule • W Cup had a club withdraw (default). • X Cup:1st – Team A (will automatically move up)2nd – Team B3rd – Team C4th – Team D5th – Team E6th – Team F • Y Cup:1st – Team G (will automatically move up)2nd – Team H3rd – Team I4th – Team J5th – Team K6th – Team L • Z Cup:1st – Team M (will automatically move up – but if eligible for Super Jump, will now challenge Team F, instead of Team E)

  20. Players’ Responsibilities – continued… (page 3) • Player running late notifies the Club … the match may begin by mutual consent and her match played out of position. • Player running late does not notify the Club … the match may not begin and the Captains agree on a reasonable grace period. 26. Cell Phone Policy Still in Effect: • All players are advised that the use of cell phones for emergency phone calls/texts/messaging on the course is now allowed. • May be used for a distance measuring device but may NOT be used for slope, wind, etc. • All players are expected to keep their phones in silent mode while on the course. • If a player consistently disregards her fellow competitors or opponent, there could be a penalty for undue delay (Rule 6-7). • Players MUST follow the local rules of the host club regarding cell phones.

  27. Golf Rules Update 2017

  28. 2017 NOT A RULES CHANGE YEAR • LAST UPDATE ON RULES BOOK WAS 2016 • NEXT UPDATE ON DECISIONS BOOK WILL BE 2018

  29. NEW LOCAL RULE FOR 18 All Clubs and Associations Should Adopt for All Play • “DUSTIN JOHNSON FIX” • ACCIDENTAL MOVEMENT ON A PUTTING GREEN IS NO PENALTY, JUST REPLACE BALL • STANDARD FOR WHETHER PLAYER IS RESPONSIBLE REMAINS THE SAME—More likely than not • ALL CLUBS AND ORGANIZATIONS SHOULD ADOPT THIS LOCAL RULE FOR ALL PLAY • SEE THE USGA WEBSITE FOR COMPLETE WORDING

  30. BALL AT REST MOVES WITH LOCAL RULE ADOPTED • ON THE GREEN • BALL MOVES ON ITS OWN; PLAY IT AS IT LIES, NO PENALTY • BALL MOVED BY PLAYER ACCIDENTALLY, REPLACE, NO PENALTY • GROUNDED CLUB AND BALL MOVED ALMOST IMMEDIATELY • DROP COIN WHEN MARKING AND BALL MOVED • ACCIDENTALLY KICKED BALL • BALL MOVED ON PURPOSE BY PLAYER, REPLACE, 1 STROKE PENALTY • FORGOT THAT CAN’T CONCEDE PUTTS IN STROKE PLAY AND PICKED UP A GIMME • GOT ANGRY ABOUT MISSING AND SHORT PUTT AND KICKED IT AWAY • PICKED UP BALL WITHOUT MARKING IT

  31. OTHER RULE 18 REMINDERS • IN MATCH PLAY • OPPONENT PENALIZED FOR 1 STROKE FOR MOVING PLAYER’S BALL • EXCEPTION FOR WHEN MOVED IN SEARCH PROCESS • OFF THE GREEN, PLAYER IS PENALIZED FOR ANY MOVEMENT OF BALL CAUSED BY PLAYER • FOR THE PLAYER NOT TO BE RESPONSIBLE FOR MOVEMENT OF BALL, PLAYER NEEDS TO EXPLAIN WHAT CAUSED THE BALL TO MOVE

  32. MATCH PLAY REMINDERSHANDLING DOUBT AS TO PROCEDURE • DO NOT PLAY 2 BALLS AS YOU WOULD IN STROKE PLAY • SEE IF YOU AND OPPONENT CAN AGREE ON CORRECT PROCEDURE • DO NOT STOP PLAY FOR EXTENDED PERIOD TO GET ANSWER • DECIDE WHAT YOU THINK IS RIGHT • OK (NO PENALTY) TO BE WRONG • NOT OK (PENALTY DQ) TO AGREE TO IGNORE THE RULES YOU KNOW • IF AGREEMENT NOT POSSIBLE • PLAYER NEEDS TO PROCEED WITH WHAT SHE THINKS BEST • IF IT AFFECTS OUTCOME OF HOLE, OPPONENT CAN MAKE CLAIM AND ASK FOR RULING (AS SOON AS AUTHORITY IS AVAILABLE, PROBABLY AT END OF ROUND) • CLAIM MUST BE MADE BEFORE TEEING OFF ON NEXT HOLE AFTER FACTS LEARNED • SPECIAL CIRCUMSTANCES ALLOW A LATE CLAIM

  33. MATCH PLAY REMINDERSORDER OF PLAY AND KNOW WHERE YOU STAND • NO READY GOLF, NO CONTINUOUS PUTTING • ORDER OF PLAY IS PART OF THE STRATEGY IN MATCH PLAY • PLAYER ENTITLED TO KNOW STATUS AT ALL TIMES • IF PENALTY NOT READILY OBSERVABLE, MUST REPORT IT AS SOON AS PRACTICABLE • IF ASKED, MUST PROVIDE CORRECT INFORMATION ABOUT STROKES TAKEN BEFORE OPPOMENT MAKES THEIR NEXT STROKE

  34. MATCH PLAY CONCESSIONS • CAN CONCEDE NEXT STROKE • CAN CONCEDE HOLE AT ANY POINT DURING PLAY OF HOLE • CAN CONCEDE MATCH AT ANY POINT BEFORE CONCLUSION OF MATCH • BE CLEAR AND LOUD ABOUT CONCESSIONS • REMEMBER SOLHEIM CUP MISUNDERSTANDING • TIMELY USES OF CONCESSIONS HELPS WITH PACE OF PLAY

  35. MATCH PLAY PENALTIES • ALL 1 STROKE PENALTIES IN STROKE PLAY ARE 1 STROKE PENALTIES IN MATCH PLAY • EXTRA 1 STROKE PENALTY FOR OPPONENT MOVING A PLAYER’S BALL • MOST 2 STROKE PENALTIES ARE LOSS OF HOLE PENALTIES • SOME DO OVER PENALTIES IN MATCH PLAY, OPPONENT’S CHOICE, NOT STROKES INVOLVED • PLAYING OUT OF TURN • PLAYING FROM OUTSIDE THE TEEING GROUND • SOME ADJUSTMENT TO STATE OF THE MATCH PENALTIES • TOO MANY CLUBS THE MOST LIKELY TO OCCUR IN TEAM MATCHES • THERE ARE NO 2 STROKE PENALTIES IN MATCH PLAY

  36. RULES MODERNIZATION • MUCH IN THE GOLF NEWS THESE DAYS • MAJOR EFFORT BETWEEN USGA AND R & A TO DO A MAJOR UPDATE ON RULES • INTENDED EFFECTIVE DATE IN JANUARY 1, 2019 • NONE OF THESE TALKED ABOUT CHANGES APPLIES NOW • THESE ARE A DRAFT AND SUBJECT TO CHANGE AND ADDITIONAL CHANGES STILL UNDER DISCUSSION

  37. HOW YOU CAN PARTICIPATE • LOOK AT THE CHANGES ON THE USGA WEBSITE • TRY SOME OF THE SUGGESTED CHANGES • PROVIDE FEEDBACK TO USGA NO LATER THAN AUGUST 31 THIS YEAR • IF YOU WANT TO TRY IT WITH YOUR PLAY GROUP • DO IT BEFORE AUGUST 31 • DO IT DURING A “FUN” ROUND, NOT A MAJOR TOURNAMENT • BE SPECIFIC ABOUT WHICH OF THE CHANGES YOU ARE TRYING; TOO MANY CHANGES FOR FOLKS TO LEARN TO SAY “USE THE NEW RULES” • IF YOU WANT TO TRY NEW DROPPING RULE MARK A CLUB AT 20 INCHES

  38. WHAT ARE PRINCIPLES BEHIND THE NEW RULES • CONSISTENT WITH THE TUFT’S “PRINCIPLES BEHIND THE RULES OF GOLF’ WHICH INCLUDE • PLAY THE BALL AS IT LIES AND THE COURSE AS YOU FIND IT • GOLF WOULD CEASE TO BE A GAME OF SKILL IF THE PLAYER WERE PERMITTED TO GET THE BEST OF THE CONDITIONS WHICH CONFRONT HIM THROUGH THEIR ELIMINATION RATHER THAN TO OVERCOME THEM BY THE EXPERT EXECUTION OF HIS STROKE. • PENALTY SHOULD REPRESENT THE MAXIMUM ADVANTAGE YOU COULD RECEIVE FROM THE VIOLATION

  39. MORE PRINCIPLES • MAKE LANGUAGE EASIER TO UNDERSTAND AND USE TECHNOLOGY • PREVIOUS STANDARD WAS IMPORTANT FOR RULE BOOK TO FIT IN POCKET SO IF A COMPLICATED SENTENCE COULD BE CONSTRUCTED TO SAY SOMETHING IN 20 WORDS RATHER THAN 25, THAT WAS DONE • NEW STANDARD RECOGNIZES THAT MOST OF US HAVE CELL PHONES IN OUR POCKETS • REDUCE PENALTIES THAT DON’T IMPACT THE GAME BUT CAN LEAD TO RULESMANSHIP • EXAMPLE, MAKE IT POSSIBLE TO REMOVE LOOSE IMPEDIMENTS EVERYWHERE • HELP REDUCE PACE OF PLAY • EXAMPLE 3 VERSUS 5 MINUTES FOR SEARCH, ENDORSE READY GOLF FOR STROKE PLAY, SIMPLIFY DROPPING PROCEDURE
