    1. The NDA – Environmental Restoration in the United Kingdom Environmental Decision Making Dr Neil Smart

    2. The Nuclear Decommissioning Authority Established by UK Government April 2005 Responsible for the UK civil public sector nuclear legacy Based in West Cumbria Four regional offices covering 20 sites across the UK Over £2Bn per annum budgeted spend In excess of £1Bn income per year Total programme currently £63Bn+ over circa 120 years Around 20,000 people Established by UK government To clean up the civil public sector legacy – this specifically excludes defence sites and also private sector liabilities such as those owned by British Energy These sites and facilities have mainly been constructed from the 1940’s onwards and comprise Magnox reactors (some of which are still operating but due to close by 2010), fuel manufacturing plants, fuel and waste storage facilities, reprocessing plants and a whole range of support facilities The UK government has recognised the importance of this work and has set up the NDA with secure funding of £2.2Bn or $3.6Bn dollars per annum to do the work Our complement is steadily rising and will be at full complement by the end of March this year Established by UK government To clean up the civil public sector legacy – this specifically excludes defence sites and also private sector liabilities such as those owned by British Energy These sites and facilities have mainly been constructed from the 1940’s onwards and comprise Magnox reactors (some of which are still operating but due to close by 2010), fuel manufacturing plants, fuel and waste storage facilities, reprocessing plants and a whole range of support facilities The UK government has recognised the importance of this work and has set up the NDA with secure funding of £2.2Bn or $3.6Bn dollars per annum to do the work Our complement is steadily rising and will be at full complement by the end of March this year

    3. Scope 20 diverse sites located around the UK. Many facilities date back to 1940’s but some modern commercial plants Not just decommissioning & clean-up. Activities include R&D, Construction, Reprocessing, Waste Management & Storage, Fuel Manufacture, Electricity Generation and Transport.

    8. Statutory duties Energy Act 2004 Ensure legacy is dealt with safely, securely and cost effectively in ways that protect the environment. Promote competition in the decommissioning and clean up market. Carrying out Research & Development related to decommissioning. Ensure maintenance & development of decommissioning skills. Promote good practice and secure value for money. Support the social and economic life of communities around sites. Key emphasis is on safety, security and protection of the environment. Without these factors we will have failed in our mission. Our requirement and expectation is that any contractor working in this environment has to meet the highest standards in these areas We are duty bound to introduce competition into this previously closed market in the UK. Indeed we are creating a NEW market for decommissioning in which we hope to see many new players. Research and development will remain a key aspect of our work and we are already sponsoring significant programmes to support our mission Given the long term nature of this business it is important to ensure that the right skills are available at the right time to ensure uninterrupted decommissioning …….. Importantly the UK government has set up the NDA to deliver value for money for the British Taxpayer and ensure that best practice is brought to bear in solving decommissioning problems Decommissioning inevitably signals the end of significant employment in remote areas, and so we are also charged with supporting socio-economic projects that will bring benefit to communities around our sites Key emphasis is on safety, security and protection of the environment. 9. The NDA’s mission “ To deliver a world class programme of safe, cost effective, accelerated and environmentally responsible decommissioning of the UK civil nuclear legacy, in an open and transparent manner and with due regard to the socio- economic impact on our communities.” Emphasise key words and how they link to our main drivers Emphasise key words and how they link to our main drivers

    10. NDA key drivers Safety, security and environmental performance Value for money solutions Effective use of the supply chain Learning from experience at home and overseas Full engagement with stakeholders Hardly surprising that safety, security and environmental performance are top of our list Talk about bullet points Convinced that the supply chain – emphasise the international supply chain can help us deliver effective clean up It is also important that our stakeholders are fully engaged in the processes that we are charged with delivering. OUR definition of stakeholders is ANYONE OR ANY ORGANISATION THAT HAS A DECLARED INTEREST IN THE ACTIVITIES OF THE NDA – so a pretty wide population!!
