Starting point • Durban decision: • request to the JISC to draft revised set of key attributes and transitional measures dealing with possible changes to JI guidelines • CMP will consider this draft at CMP8 with a view to develop revised JI guidelines for adoption at CMP9 • Input from JISC already well developed (Experience report 2010, Recommendations 2011) – input for CMP could be completed in less time and more detail, JISC to aim for comprehensive input to CMP8

  3. Challenges ahead (1) • Howcan JI find a place in a post-2012 carbonmarketwithmoremechanismsandchangingconditions? • Externalfactors: • Demand • Potential host countries • Scope • „Competition“ withothermechanisms • Internal factors: • Project cycle • Governance

  4. Possible ways forward • Need toreacttochangingconditions • SpeedyrevisionofguidelinestogivesecuritytohostParties, investors, stakeholders • Preparatoryworkby JISC in cooperationwithstakeholders • Ambitiousapproach (timingandcontent) • Upto CMP todecide – CMP.8?

Key issues • Governance structure needs to follow the requirements of a revised JI – need to define characteristics of the mechanism first • Any revision needs to ensure that the environmental integrity of the mechanism will not be diminished • Reduce transaction costs, ia by using synergies with CDM (and new mechanism?)

  6. Key issues • Decentralized mechanism which is implemented by the host Parties at the national level – 1 track • Crucial importance of MRV and accounting • International guidance and oversight of a new governing body under the autority of the CMP – functions need to be changed compared to current status • Enhanced role of AIEs – requires high standards for accreditation and supervision
